Dogs bark and dogs run. That's how they behave. Perhaps it is Ac's behaviour that causes these reactions in dogs? He's clearly nervous around them and dogs can sense that.
I'm not excusing biting because that is inappropriate behaviour but 1 in 5 dogs bark? Well, they all do. 1 in 50 runs up to intimidate him? How does he know that's their intention? My dog runs up to people all the time (never barking) because she wants to play. That's what these areas are for.
I'm just saying that if you're that nervous around dogs, don't go to off-leash areas where people will have their dogs off leash.

I've seen one person that was smart and had a ball she threw into the bush when she saw me coming so the dog would run away.

Wow, get a clue. When in an off-leash area, a dog must respond to voice commands and therefore shouldn't be running up to people.

You've mentioned your dog runs up to people in other threads. When are you going to grasp the fact that you are in the wrong in that scenario every single time? Dogs are not allowed to disturb anyone in the City of Calgary. Getting into their personal space is absolutely disturbing somebody without exception. Please start following the bylaws. They are there for people exactly like you that wouldn't take all of the above as no-brainer common sense and actually need to be told that what you are doing is disruptive and ridiculous.

I've seen people walk into the middle of the road to get away from my dog who wasn't barking and was behind a fence they were so afraid of dogs. If that person was to get hit by a car in doing so, would you blame my dog for being in her yard?
Dogs are pack animals. If you assert your dominance, they won't bother you. If you stare at them as you're walking, they'll wonder why and take that as aggression. If you ignore them, they will ignore you too. They way any human acts around animals will influence the way they act around you. Yes, poor training is the biggest influence. Assume every dog is poorly trained and act accordingly.

According to the bylaw dogs are also not allowed to chase other dogs which leads me to believe the person who wrote the bylaw has never watched dogs play with each other.
And yes my dog does run up to people. I take her to the dog park to play with other dogs. Other dog owners love her and encourage her to play with them too; hence the running up to other people. If a person is clearly uninterested in playing with her, she runs right by. She also comes when I call her.
You should go into bylaw enforcement and just hand out in dog parks giving tickets. Clearly, you are on a mission to educate the masses.

That would be animal abuse. Posture, etc is usually enough to assert dominance. Staring while clearly trying to avoid is a sign of a weaker animal which is what most who are afraid of dogs do... they stare at them wide-eyed while walking in a large circle around the dog. Wide eyed staring is a sign of aggression to dogs. In trying to avoid confrontation, they're actually doing the opposite of what they should be.

I can't speak for Nose Hill, but the problem with a lot of off-leash areas is that they run adjacent to pathways with no physical barrier between them. People who are using the pathway as designed, who want nothing to do with other people's dogs, aren't entering the off-leash area, but because people can't/won't control their dogs, the dogs are still going onto the pathway.
One that always annoyed me was near the entrance to Sandy Beach in Altadore. There's an off-leash area at 50th Ave and 14A St and the pathway is close to the off-leash area, but the off-leash area ends before the pathway. The problem is that there's nothing to indicate the pathway isn't part of the off-leash area. There's no fence, no sign, nothing.
The City's map of the park shows that the off-leash area ends before the path, but try explaining a map to your dog: http://www.calgary.ca/CSPS/Parks/Doc...leash-area.pdf
I personally never felt threatened by a dog there, but I've seen some close encounters between dogs and cyclists there.

Nose hill park is not a dogs only park . How do I know their intention is to intimidate? Vicious barking, exposed teeth, snapping jaws, stomping at my heels. I've had 2 dogs, I'm not stupid, I can tell when a dog is being aggressive.
My behaviour used to be with my headphones in completely ignoring people and their dogs until a giant beast of a dog ran away from its owner and was snapping it's teeth and clawing the back of my shoes while barking like it was ready to kill. The owner walking casually to get it as I am trying to avoid a hospital trip. I've tried going around completely, saying hi from a long ways away, smiling, looking away, wearing bells to give awarenesses of my presence, clearing my throat loudly seemed to alert people the best. The end result is I don't go in the park anymore after being bitten.
That you insinuate it's my fault is insulting, I'm a human in a park being assaulted by animals and it's my fault...
