I agree. If they must change, I'd be perfectly happy with them simply modernizing the look of the current ones. Change the 'Alberta' to the new style logo, change the slogan if you must, that's it. I love a simple clean design

Not necessarily. The government has already said that it will consider the (thousands) of comments it received and potentially modify the design. #2 only sucks because of that stupid white band and the poor placement of the mountains. Shift the mountains a bit and remove that band, and you've got a perfectly good plate that would actually be far better than #1 was.

Worth noting the outcome of the Wild Rose Party's "design competition"
Credit is due to the WRP here for acknowledging and hearing the concerns from the design community.
It was still a cheap publicity stunt in the first place, but it appears they learned something from it.
