1) I would generally advise against a short-sleeved dress shirt (if it's the heat you're worried about, I prefer rolled up sleeves over short sleeves).
2) If you don't have a jacket, I would also advise against wearing a tie. I find it a little tacky to wear a tie with no jacket.
3) If you don't have a jacket and are wearing a short-sleeve shirt, I would strongly advise against wearing a tie. That, to me, is just putting together the worst of both worlds.

I had a sports jacket for a number of years that I bought after University in 2000. It went out of style after only a few wears, too, so I'm just not wasting my money on that crap anymore.
But yeah, I'm not going to show up in blue jeans. You can not own a suit and still not be white trash.

You can buy a suit that stays in style forever. It's called a black or grey, 2 button, single breasted, regular fit suit. That suit has never been out of style, ever. And if you are patient, you can usually find one of reasonable quality for around 200 bucks on sale.
The beauty is, is you actually have 4 suits if you have a black and grey. If the pants and jacket match, wear a tie. If you mix and match the pants and jackets, no tie. At least that is the rule I follow.

That's what I am thinking. Nobody has lack fashion sense and lack of pride in personal appearance this bad. Even people with no fashion sense.
I am no style master myself, but anyone can grab an off the shelf suit at the Bay with pre tailored pants and a decent blue or white shirt and look presentable. Spend 30 bucks getting the jacket tailored, and you will look great.

Haha, that is seriously my uniform for every formalish occasion. Surely you see somebody dressed like that at every wedding. I always see a couple other than me.

Dude I'm sitting beside my wife right now and filled her in on this thread. Neither one of us knew about this rule. So much so that I wore a short sleeve shirt and tie to my wedding!! OMG I had no idea.

I have to agree and disagree on the bolded part. Don't wear a black suit, unless it's a funeral or you're protecting the President.
Grey lasts forever. I actually own 2 grey suits (one dark and one lighter), and all I have to do is change up the shirt and tie and they always look different. I've had both suits for 3 or 4 years now.
Careful with pinstripes. Some people can pull it off and most can't.

A short sleeved dress shirt and tie should never be worn to anything except a low level clerking/retail job, by a tech/repairman, a construction foreman, or sometimes you can get away with it as an older unfashionable white-collar worker in a hot climate.
If you wear a short sleeved dress shirt and a tie to a formal event, you are Homer Simpson which is why he was given that combination as his work dress. It was as much joke in 1989 as much as it is a joke in 2014.
What year was your wedding?
To be fair, I have real ties but I love clip-ons. Police officers and military officers wear clip-ons so I don't feel any shame in wearing one. They are useful for some situations and are handy. I have several but they are all 20-30 years old I inherited them from my grandfather who bought them in the 80s. The funny thing is that those styles are now back in style.
