Well, what happened to me was that I asked whether the cyclist was ok. He swore a little, but seemed unharmed. I went and checked my vehicle, and didn't see any damage, and it was a company car, so I wasn't as upset as I would have been if it had been my own. He then demanded that I drive him home as reparation for him ramming into me. When I explained to him that he was the one who did the wrong thing, he swore some more, and then pedelled off going the wrong way on a sidewalk. He was dressed as a 'serious' cyclist.

I don't know if cyclists have to carry insurance information. Good question. I know that I would have had to tackle him to get it.

That incident forever altered my outlook on cyclists. I realize that it's not fair to everyone else to have a negative view, but I haven't seen a lot to change that outlook since.

I treat them kind of like Canuck fans. Mild irritation and mockery. Sorry, hidden law abiding cyclists, I know you're out there.

Unfortunately, as bicycles don't have license plates, it makes it difficult to report them.

I think if you want to use your bike on the road, you should have a license plate on your bike and pay some sort of motor vehicle insurance like any other vehicle on the road. Perhaps that would make some of these cyclists a little more accountable for their actions.
A cyclist wouldn't be able to ride on any roads given that standard of keeping up with the pace of traffic. The average cyclist could likely average 25-30 km an hour while moving, up to around 40 if they were really booking it down a street and 60 going downhill fast.

A system of licensing bikes would be very expensive, difficult to enforce and I don't see how it would make people accountable for their actions anymore than a license plate on a car ensures that people don't text or speed while driving.

If I see you texting and driving on the phone, I can note your license plate and call it into the police as a dangerous driving, especially if you are swerving in and out of traffic and putting others at harm.. If you are speeding, you can get caught by a speed trap via your license plate and be held accountable as owner of the vehicle for going over the limit.

If a cyclist is swerving in and out of traffic and creating a dangerous situation, how do I report that to the police accurately? "There is a person in blue spandex on a 2 wheel bike going in and out of traffic dangerously". That's not enough for the police to go off of. If that bike has a license plate, I can call that in like EVERY other vehicle on the road and the cyclist can be identified by that plate and the police can follow up

As for cost and administration, it would be no different then licensing your car/motorcycle/motor vehicle. Get a plate, register at the registry and get a sticker to keep it up to date. The program is already in place, to add bicycles would not be a huge issue. And I'm not suggesting it's for all bicycles, however if you are biking on a main road or commuting with it, you need a plate. Kids cycling on neighbourhood roads would not. Again, enforcement would be simple as police can look for cyclists on these main roads without plates same as they do for speeders or any other general things and stop them if they don't have one and write a ticket and require them to get a plate.

I remember looking it up five or six years ago, and I'm sure I found a bylaw that said that bikes were not allowed on any road designated as a "Trail" (Deerfoot, Macleod, Glenmore, Crowchild, Blackfoot, etc.). It stuck in my mind because I had never really seen a roadway's name being used to define its usage in that way.

Then, I looked it up again about 2 years ago, and could only find Deerfoot and Stephen Avenue as the only roads where bikes aren't allowed.

So, either that bylaw never existed and I imagined it, or it did exist and was changed at some point. What's weird is if I did imagine it, it's such a strange yet oddly specific thing to have imagined.
