No, it's not racist in that context. The word "nippy" is a perfectly legitimate dictionary word meaning "cold" or "chilly" or used to describe an animal that tends to nibble on things.
However, it is racist is to use the word "Nip" as a derogatory term for a Japanese person.

The phrase is "nip in the bud" and "nip" means to cut. "Nippy" means cold outside.
"Nip" is not racist, but has been used as a racist slur in regards to Japanese people (as you are then not using it simply as the word "Nip" but as the shortened version of "Nipponese").
So no, saying it's "Nippy" outside or saying you're going to "nip" something in the bud is not racist in any way.
Some other fun words that have been used as racist slurs (but are not, in fact, racist words): Apple (fruit), Banana (fruit), Frog (reptile), Skinny (underweight). If you say "I'm going to eat an Apple" you're not being racist. That's silliness.
A term like Redskins however, is, in fact, only racist. It has no redeemable definitions that lend it reason to still exist.

As I said, it's not a racist word, but it can simply be used in a racist way. Nobody is arguing it's use as a racist term, but as I said, so is Frog and Banana, so it's irrelevant:

At this point, you also get into the English of certain nationalities, as some use certain words in ways that others generally do not (a very offensive 'word that rhymes with bag') is commonly used in Britain and Australia in a very inoffensive way, yet in North America, takes on a different meaning entirely. Much like the word "Puff". You can puff a cigar, but it would be ill advised to call someone that.
The racist aspect aside, I don't get why the owner wouldn't want to change it anyways. With how often you see teams try to cash in on different coloured hats, and third jerseys, the financial gain of all new uniforms would be a cash cow. Hell, half the teams in the NHL would probably love to have a reason to change the name of their team.

I'm a Jew, and I would absolutely love to have that Jew hat, it's hilarious. But I would be scared to wear it, because I would accused of being an anti-Semite. But I have a very self deprecating sense of humour. I have a lot of relatives that have similar features to the guy on the hat. Yeah it's a stereotype, but a lot of stereotypes, are seeded in fact, like it or not.
I don't know where the line should be drawn here. If you name a team, after an noble African warrior tribe that say is known for hunting with spears, and your logo depicts an african man throwing a spear, are you being racist? You know someone is going to accuse you of a referencing a common stereotype, but is it the ignorance of spectator for not knowing the history of the spear hunting tribe? Or the ignorance of the owner of the team, for no foreseeing the ignorance and assumptive mentality of the spectator?
I am not an expert on Indian culture, but is the term Redskin akin to naming a team the N-words? Is it really that offensive? If the answer is yes, they absolutely have to rename the team.

I 100% believe that the Redskins should be renamed. All I am asking, is where do we draw the line when it comes to peoples sensibilities? Is religion going to be the line in the sand? Physical descriptions? Political affiliations?

I'm not sure how authoritative it is, but both Dictionary.com and Google have "Nip" listed as an offensive word for Japanese.
Luckily there is no team named the Nips lol, but you are absolutely right that "redskin" appears to be ubiquitously defined as offensive, including in Google, Dictionary.com and Merriam-Webster. I would think the dictionary is pretty much as authoritative as it gets. Redskins is racist.
