The key is to look out for any signals she is giving off. Women are sly about it, they'll casually just glance over and start playing with their hair or showing off their nails. That's usually your sign. Next time she looks over make eye contact and give her a smile, if she smiles back then go over and introduce yourself. Pick up lines don't work, just go over and be genuine and make sure to compliment her on your first line. Ask her questions about herself as most women love to talk and try to find some common ground. Don't come off pushy or upset if she says no.

It's all been replaced by texts and emoticons. I actually envy the younger guys as it's so much easier to hook up than the old days when you had to rotary dial the girl's house to which here parents would pick up and ask who's calling.

I used to have lots of success at the "singles" Safeway on 8th, the old one.
I never had any issues or troubles talking to women.
In fact, if anyone that is young reads this, don't use tinder or other Apps, just walk up to her/him and strike up an conversation. I found that many times the girl would be happy that you came over to chat.

I do this from time to time. Sometimes i'll see a woman with a tatoo and I will make a comment and then ask for the history behind why she got it and what it means. It can be a great conversation starter that breaks the ice.

Yeah it was always such a relief when the girl would pickup and you could bypass the parents. You just knew after you hung up the parents would be grilling her on who you are, etc. Now that's not even an issue in the courting phase.

I used to carry a sketchbook around with me when I worked at the airport, chicks dig art and it was a great conversation starter. Also ignoring women works well too. If I saw a girl noticing me I would ignore her for a while and then make eye contact and smile, gets them thinking about you. When your in a relationship it works well too unless the girl is crazy. If you miss a call or two and call back 15 minutes later they will spend the 15 minutes after she call thinking about why you didn't pick up.

I've never cold approached a girl on a bus or train, but I felt bus stops or train platforms were fair game. On a train or bus just seemed a little creepy IMO.
Social gatherings and pubs? Yeah, I'll cold approach. But it's not as "daring" as transit for sure.
