Icon48 NHL changing draft lottery?

http://www.tsn.ca/nhl/story/?id=452992
Quote:
Bettman told LeBrun it would be 'premature' to say if the adjustments would be made in time for the 2015 Draft, but said changes are being contemplated. "We haven't finished a proposal that's been circulated... I think if we're going to make an adjustment, it'll be that more picks are selected by the lottery and we might smooth out the odds a little. But again, that's not something we're at yet."
The current NHL draft process gives every non-playoff team a chance at the first overall selection, with percentages declining from 25 percent.
Hopefully they make the first 14 picks lottery picks with weighted percentages. No more incentive to tank.

My proposal
Quote:
There are 14 teams that don't make the playoffs. Make the first 14 picks lottery picks with the following formula.

56 balls
29 & 30 - 7 balls = 12.5%
27 & 28 - 6 balls = 10.7%
25 & 26 - 5 balls = 8.9%
23 & 24 - 4 balls = 7.1%
21 & 22 - 3 balls = 5.4%
19 & 20 - 2 balls = 3.6%
17 & 18 - 1 ball = 1.8%

If team 27 wins the first pick then team 29 & 30's odds of getting pick 2 increase to 14% each and so on. Winning some games and moving from the 26th spot to the 23rd spot only increases your odds by 1.8%. No real reason to tank yet the worst teams are still favored to get the best picks.

You could also subtract 1 ball from the team that picked first the previous year(s). If either team 17 or 18 picked first last year then they automatically are awarded pick 18, etc.

I liked the idea that was floated around before about having a teams previous season standings effect their chances in the standings. Therefore we don't have another Colorado Avalanche occur.

I don't care how they do it but get it out of the "ahem" backroom.

firstly going from a lottery on 1 pick to a lottery on 3 or 5 picks is a huge step in the right direction on it's own

I imagine they change the percentages a bit too which will help

dream scenario they do it based on non-playoffs teams records over 3 years, and add a type of rules to discourage tanking

something like where you can't pick 1st overall in back to back years and can't pick in the top 5 more than twice in three years

Somehow I get the feeling that whatever new draft arrangement they come up with will screw the Flames, when we've finally got into position to take advantage of it.

Honestly, who cares? The actual draw is even less interesting than the TSN special. Here is the 2013 lottery.

I don't know if the NHL released this years video, but you can be sure that the teams all had representives watching the real draw. Admittedly there are ways to do the real draw live and make it more fan-friendly, but the current process of randomly assigning the various combinations of balls to each team is just dull.

Not sure how that stops a team who wasn't the worst in the league from winning draft lottery...

Almost as riveting as this at the end of the nightly news:

I think this is how it should break down

each team from 1-14 gets ten balls to start

Each team that has had a top 5 pick in the previous 4 years gets two balls removed per top 5 pick (Max 8).

Each team that has made the playoffs in the previous 4 years has two balls removed per (max of 8)

Each of the teams in the bottom 5 gets added balls, last + 5, 2nd last +4, 3rd last +3, 4th last +2, 5th last +1

This way, you don't reward perennial losers like Edmonton. Under this system, Edmonton would have 5 balls, which is less than some of the teams that finished 8th-10th. Similarly, teams that were playoff teams yet randomly sucked don't get to jump to the top of the pile like Colorado.

I would like to see perennial bad teams penalized so there's more incentive for team owners to jettison management that is not providing any sort of incremental improvement over a period of time. I think Katz may have more motivation to dismantle the old boys club if their perennial bottom finishes weren't paying off in top 5 picks every year that he can sell to fans as hope. Finishing 28th and picking say 11th would be considerably harder to sugarcoat to season ticket holders which would force his hand.

FTFY.

But yeah, you can thank Edmonton and Colorado for this. From the odd comments left by media types over the last season or so, it seems several teams are pretty unhappy with those two franchises.
