I had the "pleasure" of going to DHL's warehouse to pick up a package last week and I have driven through an underpass that goes from Barlow/McKnight towards the other side of the airport. Is that the "Airport Tunnel" we are talking about here?

That was probably the McCall Way underpass for Taxiway R. This "Airport Tunnel" is much larger and further north, and extension of Airport Tr going under the new runway.

If that was a $300 million project put on the backs of the taxpayers, people would have pretty good reason to be upset.
In fact, it's the smallest of three new "tunnels". One of which isn't for the public to drive in.
The "airport tunnel" being discussed in this thread is the one that runs east west between Barlow Trail and 36th Street (eventually all the way to Stoney), an extension of existing Airport Trail.
The "tunnel" you went through is just a taxiway overpass of McCall Way. The Airport paid for that one, as part of their runway project. Is was required, because the area where the westjet campus is, is now completely surrounded by runway/taxiway.
The third tunnel, also built by the airport itself, is for airside ground service traffic to go under the dual taxiway "J" which is the main taxiway serving the new runway.

I noticed that too. Is it up too high to catch lights from approaching cars or something?

I thought the same thing, but the viewing angle of retro-reflective sheeting is pretty impressive. I'm sure someone figured it out though.

Is there cell signal inside the tunnel? I still find it kind of third world that the C-Train tunnels have no cell coverage!

Yeah, that 4 seconds of going through the train tunnel without checking Facebook is pretty agonizing.
And with this tunnel...put the cell away, roll down your windows, shift down, hit the gas and enjoy the aural feast.
