Gary Bettman took office as Commissioner of the NHL on 1 February 1993.
The Montreal Canadiens won the Stanley Cup on 9 June 1993.
June comes after February, unless chanimals use a different calendar from other people.

The Glendale (Ariz.) City Council approved a modified lease deal for the franchise by a single vote July 2, 2013.
Multiple, well connected, NHL sources have since confirmed the Bartoszek group had trucks lined up to start moving the hockey franchise from Arizona to Seattle the next day. A press conference was tentatively planned in Seattle for the following Monday or Tuesday

I find it odd too how only in Bettman's first year a canadian team won the cup and no year after that. It seems like canadian teams are showing up less in the playoffs too.

That tends to happen when the ratio of Canadian teams to American drops from 1:3 to 1:5.
Regardless, there is nothing odd about it. The tanking of the Canadian dollar hit the Canadian teams hard, and they spent the first half of Bettman's reign at a major competitive disadvantage (one that was mitigated somewhat through Bettman's actions in helping the equalization program come to fruition).
Four finalists from 2004-2011, three game sevens. That's just bad luck. And, of course, the current teams are or were saddled with generally terrible management.

My guess is Canadian owners are more inclined to interfere in hockey operations as they think, since being Canadian they know what they are doing.

I also think a majority of players would rather collect their millions in relative anonymity down south, instead of playing in the pressure cooker that is Canada, where your every move is scrutinized. This doesn't excuse the dollar or bad management and drafting but it is a factor when trying to attract free agents.

The Coyotes fly a geriatric Boeing 727, which is significantly older and has a worse safety record than the Yak that crashed and killed the Yaroslavl Lokomotiv team.
If the Coyote's players are lucky, Boeing is scrapping that old POS, and it never flies again.
