Changing the rule would require changing the CBA, which requires negotiating the change with the NHLPA. The change would be entirely at the benefit of the owners, so they'd have to give the players something in return.
This is something that still happens so infrequently that it's not really worth it to the owners to try to get it changed.
The fact is, more players still go unsigned at the end of their signing window because their drafting team chose not to sign them than ones who chose to not sign an offered contract.

A: Their own dang fault for not convincing him to sign.
B: They'll either trade him or get compensation so not a waste.
C: Not a "problem" exclusive to that stream.
D: Rare enough occurance that it doesn't warrant mucking about with the system

Yeah, I understand that the union has to be onside which is why I don't understand why it wasn't addressed in the last contract as the Euro draft picks now have to wait 4 years to get UFA status. This pretty much eliminates the situation we had with Tom.

Actually I believe the 4 years only applies to players drafted from countries/leagues without an NHL transfer agreement, prior to that teams would hold their rights until they were UFA age.
So if my understanding is correct a player drafted from Sweden would have to re-enter the draft, like Erixon would still have to re-enter the draft. But a player drafted out of the MHL like Rafikov the team would hold their rights for 4 years.

They should do what the MLB does. And if the prospect isn't signed, have compensation picks, and pick in the top 10 is compensation protected as another top 10 pick.

Kevin Hayes won't sign with the Blackhawks
If the hawks had offered Hayes a contract last year, they could have signed him. They gambled on waiting and lost (maybe).
I don't agree with giving a players rights to a team for an extra year. It helps the few teams who have players who go to free agency but screws the much larger list of players who the teams won't sign.

Hayes' juniour season was pretty pedestrian, and it would have come as a surprise for the Hawks to offer a contract to a prospect with rather middling returns at that point. I don't agree that this was a real option last year.

there was a good chance that Hayes would have turned pro last season if not for that season-ending quadriceps injury in February.
