Hitchcock says 1/3 in and 2/3 out. Let's see some rosters with those parameters.

For me, I have them separated into three groups. Keep for sure, meh, move out. The Meh group are players that bring some things, but if they're not here nobody would really be up in arms over.
Keep
Defense
Giordano, Brodie, Smid, Russell
Goalies
Ramo, Ortio
Forwards
Anyone Backlund's age or younger + McGrattan
Meh
Defense
Wideman, Butler
Goalies
Roy
Forwards
Hudler, Cammalleri, Glencross, Galiardi, Stajan
Move out
Defense
Derek Smith, Chris Breen, Mark Cundari
Goalies
Joey Mac
Forwards
Westgarth, Jones

Actually I believe it was 2/3 in and 1/3 out every season.

I see the lineup at the beginning of the year looking something like:
Glencross/Cammalleri-Monahan-Colborne
Byron-Backlund-Hudler/Glencross
Bouma-Stajan-Jones
UFA/Agostino/Reinhart-Knight-McGrattan
One of Cammy and Hudler is likely gone. If one of Glencross (trade) or Jones (buyout) leaves, likely a UFA signing would replace them.
Clearly, the turnover from right now isn't huge, but there would be a few new faces compared to the beginning of the year, as well as huge changes in the role certain players would be playing.
My dream lineup for the middle/end of next season would be:
Gaudreau-Monahan-Colborne
Byron-Backlund-remaining of Cammy/Hudler/Glencross
Granlund-Stajan-Reinhart
Agostino-Knight-McGrattan
Defense looks like not much is going to change. Shipping Wideman out for a reasonable return would be welcome. I'm pretty neutral on re-signing Butler for another year. Wotherspoon could be the first callup, or maybe even the #6 guy to start the year if he has a great camp.

“The rebuild in Calgary for me has to be looked at as a three-year program: one-third in and two-thirds out. Another one third in and two-thirds out and in the third year you’ll have a full squad than can be very competitive,” said Hitchcock, suggesting there will be plenty of turnover before this team starts getting it right."

It's possible he misspoke or a misquote (Francis) because picking ~8 players for "in" is a bit tough to say the least.
Or am I misinterpreting the quote? Dunno, I'm tired.

Forwards I'd for sure keep:
Monahan
Bouma
McGrattan
Backlund
Glencross
Byron
Forwards I'd for sure get rid of:
Westgarth
D I'd for sure keep:
Giordano
Smid
Wotherspoon
Brodie
D I'd get rid of:
Butler
In terms of Goalies, Ortio is the only one I would not want to go.
Every other guy on the team I am neutral towards. Guys like Hudler and Wideman are still effective players but could fetch a good return so whatever happens I wouldn't be too upset.

For our rebuild, say the next few years, who should be in, who should be out and why:
Here's my take:
D:
- Gio IN - obviously
- Brodie IN - young and improving
- Russell IN - has sputtered a bit lately (playing with Butler) but I think he can be part of the future
- Wideman OUT - think his career is winding down
- Smid IN - tough guy can stay as 5th
- Butler IN - tough call on this one but he can stay as the 6th
- Wotherspoon IN - so far so good for a young defensive defenseman
G:
- Ramo IN - seems to be good enough until we can see if Ortio or Gillies emerges
- Ortio IN - off to a decent start, can be backup and challenge for #1 until Gillies comes around
- Macdonald OUT
F:
- Backlund IN, this guy gets better and better, going to be a big piece
- Monahan IN
- David Jones OUT, his role should be easily replaced
- Galiardi OUT, same as above, showing some speed lately but we have lots of fast guys coming up
- Westgarth OUT, blah
- Mcgrattan IN, great team guy, need one beast
- Cammallerri OUT but maybe sign him to a one or two year contract and try the trade deadline trade again
- Bouma IN, a young Yelle, love this guy
- Byron IN, i'm scared he might become awesome if we ditch him.. don't want to keep too many small guys though with Gaudreau coming up
- Hudler OUT, get something good in a trade for him
- Glencross IN, seems to be coming around + NTC
- Stajan IN
- Colborne IN, I think this guy has great potential too
That's 8 forwards I've kept.. Room for 4 for acquisitions and players like Granlund, Baertschi, Knight, Reinhart..
Seems like I've kept most of our D which might be a little concerning I suppose but the defense has really been coming along lately..
Oh and Hartley IN.
Interested in other takes..

I agree personally with most of your choices. I think at the end of the day you keep jones and Wideman for cap reasons, and you let butler go, not because he's terrible, just because he isn't really getting better anymore, and he doesn't help much.
The truth is that this team doesn't represent or resemble a team Brian Burke would put his name on. There are elements (Colborne, Glencross, mcgratton, Gio, Monahan, Ortio, Westgarth). So in your tie-breaks always ask yourself: is he big? Is he mean? Can he score? Is he young? (In that order)
That said, expect 10 roster players from the final roster (including injuries: close to 30 total roster players) to be back.
If I had to pick 10, they would be:
Ortio
Gio
Brodie
Russell
Monahan
Colborne
Backlund
Bouma
Glencross
Jones
There are also others I'd like to keep and/or expect to be here because of contract:
Ramo
Smid
Hudler
Byron
Stajan
Wideman
Obrien(possibly)
For the record, I would keep the coaching staff, and if Burke was staying on as GM I bet he would too, but with a new GM coming in, I assume Burke will give the new GM the choice about whether to retain them or not. If the GM is not hired until late summer, I believe that these coaches will start the season, and then we will see. Either way, they have earned the right to be back.

Basically he's saying you're hoping to find 1/3 of your 'good team' roster a year in the rebuild.
The Flames have likely found - Monahan, Colborne, Backlund, Stajan and Bouma (given his contract) up front. Gio, Brodie, and Smid on the back-end (perhaps Russell). That's a bit more than 1/3.
Next year - you'll get Granlund and some mix of Baertchi/Porier/Wotherspoon/Reinhart/2014 1st round pick and then hopefully a dark horse type guy like Agostino/Knight/Hanowski/Jooris and a goalie will establish themselves.
The year after its gets harder to project out - Klimchuk will be in the mix and some of the other guys drafted in the past two years.
I don't think you'd clear out 2/3rds of your roster... you'd just know they aren't likely to be part of the finished piece.

This is all based on what we know we have in our system and does not include future picks or trades. I think we're going heavy on blueliners this draft and will try to sign as many college/junior UFAs to bump up the blueline numbers in the system. I suspect Burke will make some trades, at some point, and shake up the mix. I wouldn't be surprised to see some of our smaller wingers used as bait to grab a potential cornerstone defenseman. But that isn't included and we go on only what we know we have to work with.
Out: Cammalleri, Galiardi, Westgarth, MacDonald
In: Granlund, Agostino, Knight, Reinhart, Hanowski, Wotherspoon
Glencross-Backlund-Hudler
Granlund-Monahan-Colborne
Agostino-Knight-Jones
Bouma-Reinhart-Hanowski
McGrattan, Byron
Brodie-Giordano
Russell-Smid
Butler-Wideman
Wotherspoon
Ramo, Ortio
2015-16
Out: Glencross, Hudler, Jones, Hanowski, McGrattan, Byron, Wideman, Ramo
In: Poirier, Baertschi, Ferland, Klimchuk, Giles
Gaudreau-Monahan-Poirier
Baertschi-Backlund-Colborne
Granlund-Knight-Agostino
Arnold-Reinhart-Bouma
Ferland, Klimchuk
Brodie-Giordano
Russell-Wotherspoon
Butler-Smid
Kulak
Ortio, Gilles

2014-15 Flames Roster
FORWARDS
Granlund (0.76m) Backlund (1.5m) Hudler (4m)
UFA (5m) Monahan (.925m) Colborne (*1.5m)
Glencross (2.55m) Stajan(3.125m) D. Jones (4m)
Byron (*1.5m) Bouma(*1.5m) McGrattan (0.75m)
Baertschi (0.9m)
Forwards Cap Hit: $23.01 + UFA (5m)
Predictions/Comments:
- Sign Byron, Bouma and Colborne to 1 or 2 year deals.
- Cammy will not re-sign here.
- Westgarth doesn’t return, because he’s awful.
- Galiardi is the Butler of forwards. Doesn’t do much. He won’t be back.
- UFA targets: Callahan, Setoguchi, Moulson, Jussi Jokinen
DEFENSE
Giordano (4.02m) Brodie (2.125m)
Russell (2.6m) UFA (4m)
Smid (3.5m) Wideman (5.25m)
Wotherspoon (0.925m)
Defense Cap Hit: $18.42 + UFA (4m)
Predictions/Comments:
- Butler doesn’t return, even though he hasn’t been terrible.
- They attempt to trade Wideman but are forced to keep him. Helps reach the cap floor in any case.
- Otherwise the defense pretty much stays the same.
- O’Brien traded or bought out.
- UFA targets: Matt Greene, Kyle Quincey (Bigger physical defenseman)
GOALIES
Ramo (2.75m)
Ortio (*1.1m)
Predictions/Comments:
- Both Ramo and Ortio have proven enough to be on the roster next season.
- Though I think Burke won’t hesitate to move Ramo if a UFA goalie he likes wants to sign here. ex. Halak, Hiller
Goalie Cap Hit: $3.85m
Total Cap Hit: $45.28 + UFA (9m) = $54m
*Estimated salary for 2014-15 season
