I pick someone up everyday.
A few years ago, CPA says it was ok to wait for someone getting picked up without paying. I emailed CPA to confirm and I was told, "If our officers see a person in a vehicle it is considered occupied and a ticket will not be issued."
I don't have a problem putting in a quarter for a couple minutes but why should I when CPA says it's ok.

If you were parked in a legititimate pay zone and not a no stopping zone, the smart thing would have been to plug your credit card in the little blue machine and pay your fifty cents once you saw him take your picture.

If it's a daily thing, I can see the aversion to plugging the meter, but the parkplus system makes that incredibly easy. Otherwise just find a better spot to stop temporarily or coordinate with your spouse so that they're waiting by the lobby or front doors to come out.
