I don't know how he didn't get an instigator and a fighting major for that either. Kessel didn't even take his gloves off and Burrows was punching and pulling his hair. Isn't it against the rules to instigate a fight as well when your wearing a shield. I really don't understand how more wasn't made of this. I realize in the end Kessel was fine, but don't you have to punish the intent to injure?

he also "forgot" to take off his helmet; between the visor, mouthguard, and helmet, pretty much all that was available to kessel was to try to disrupt the air that burrows was breathing.
