GMs to discuss changing Draft Lottery Odds
I posted this in another thread but maybe it needs its own:
“@coreypronman: Per @TSNBobMcKenzie on broadcast, GMs will discuss lowering the Draft Lottery odds for the bottom teams to spread out the chances further.”

Haha they have to change the draft rules twice because of those god damn losers. Penner offer sheet killing the value second contract, draft lottery rules ... Oilers ruining things for everyone.

Wish this was in place awhile back. The Oilers shouldn't be virtually guaranteed the 1st overall this many times, through such mediocrity.

Easier fix.
If you finish in the bottom 5 twice in a row, you are not eligible for the top pick. That way if you perpetually suck ala Edmonton, you can't get the top pick at all.

This is what they should do. First overall, no top 5 pick for the next two years.

What about something like every team in the bottom 5 or 10 having their draft position resorted by lottery. Same amount of balls, 1st picked goes first, 2nd pick goes second, etc.

The only thing I'd like to see is that teams can't draft 1st in back to back years. I have no problems with bad teams being able to draft better talents, but I'd like multiple teams to have the opportunity and excitement of drafting first overall.

The bad teams are still gonna finish close to last. Even if people think they are "tanking"
All this will do is hurt rebuilding teams.

Should do it the way Waivers were done in the old CBA, if it's used, you fall to the bottom of the list.
Since only non playoff teams are eligible for the draft lottery, if you pick first overall, and finish outside the playoffs again the following season, your lottery odds fall to the bottom, no matter the final standings. you can extend this for multiple years to even the odds further, use 3 years as an example.
Take last years draft for example, the lottery broke down like this:
1st - 25.0% - Florida Panthers
2nd - 18.8% - Colorado Avalanche
3rd - 14.2% - Tampa Bay Lightning
4th - 10.7% - Nashville Predators
5th - 8.1% - Carolina Hurricanes
6th - 6.2% - Calgary Flames
7th - 4.7% - Edmonton Oilers
8th - 3.6% - Buffalo Sabres
9th - 2.7% - New Jersey Devils
10th - 2.1% - Dallas Stars
11th - 1.5% - Philadelphia Flyers
12th - 1.1% - Phoenix Coyotes
13th - 0.8% - Winnipeg Jets
14th - 0.5% - Columbus Blue Jackets
Colorado won it, if they miss the playoffs again this year, they automatically get slotted at 14 - 0.5%, and can only move up 1 slot the next 3 seasons, assuming they are bumped by the next team to draft first overall. So they are not eligible for a top 10 pick for the next 3 seasons. Unless they obtain one via trade.

There's teams that make an honest effort at rebuilding through good scouting, good trades, key free agent signing, good coaching and long term strategies.
Then there are teams like Edmonton that are the draft pick junkies of the NHL.
There are teams like Edmonton who sit back and basically just suck and gloat about their first round pick that are being rewarded for their failure as an organization.
Teams shouldn't be allowed to draft first two years in a row, period.
