Offer sheets are for better scouts or organizations looking for something very specific they know will melt with the group they got on the go. Not for the Flames in this era. We aren't looking to give up for a key piece that will suddenly make us ok.

Picks in play are far too valuable for an offer sheet. Likely one of the reasons Feaster lost his job was the ROR offer sheet last year.

Anything that costs you more than a second round pick isn't a good idea for the Flames, and most teams are going to match the 2nd round pick compensation level unless it's a guy the other team knows is a 10-12 caliber forward or #6 or lower defenceman.
The Flames are suffering a bit for having so many years of not having enough picks in the first 3 rounds...they need to take a couple of years here and stock pile picks from those rounds. As much as everyone gets focused on first round picks, I think teams who give themselves 5-6 shots in those 2-3 rounds tend to be able to find 2 players who go on to be better than average roster players. Once you have some of those guys stock piled, than you can look at making the play to get a 25 year old player for a future pick.

I would rather see the Flames throw crazy money and short term at a guy like Vanek or Callahan. Either they will become a Veteran presence that is needed here, or they could be sold off for good useful assets towards the end of our rebuild.
Vanek has shown in the past he is willing to take the money, surely you could get him for 2 years at like 8.5M than sell him off at the 2016 trade deadline.

he's not on the list but Reimer is the one guy I think could get an offer sheet this summer
1 year deal probably in 2nd round range, Toronto is up against the cap and they couldn't trade him for the entire length of it

Why? The Flames can easily match any offer he's given, and with the cap (and floor) going up, they probably won't mind slightly overpaying for him.
