Do the refs have the authority to kick Torts out if they didn't see it happen? That's the only reason I can think of for him still being on the bench.

They were the first fight, they didn't do anything wrong. Everyone else fought after they dropped the gloves so were kicked.

They were the initial staged fight. The other staged fights were immesaurably worse, hence the game misconducts. That should be self evident.
