So what if it is only a minority? Should their needs not be addressed?
I'm not a cyclist myself, but I'm happy to see my municipal tax dollars used for additional bike lanes that will get them off the streets and sidewalks, thus making a safer transportation system for everyone.

Debatable. If you're making fewer roads and adding congestion, you're going to increase number of accidents due to sheer rage induced in drivers.

I believe local cycling surveys have reported that people will cycle if they are able to do so safely. Many other cities have had these same results and the respondents stuck to their word once things like cycle lanes and bike-shares were provided.

I'm anti-cyclist but I'm neutral to bike lanes as long as we don't sacrifice car lanes to accomodate bike lanes. The last thing we need to encourage is more cyclists biking in minus -20C, it's never safe to do so. But some cyclists seem to think biking in inclement weather is a testament to them saving the planet and human race.

I bike everyday even in -20C or below. Why is it unsafe to do so? Should people not be walking to work when it's this cold as well? I do it because it's cheaper than driving and taking the bus and it's faster than walking. Pretty easy decision for me.

Yes, the cycling strategy did a fair amount of representative surveys. Focused on citizens' appetite to cycle and under what conditions.
Through things like Centre City cycle track planning groups like BOMA have surveyed tenants of buildings to gauge support from your average downtown worker on their desire to see infrastructure. Those surveys show that about 2/3 are supportive of dedicated space. This is normal stakeholder engagement activity (there are many conduits) - we prefer not to develop public policy and infrastructure investment decisions on a referendum model.

Does Bunk really "take the heat" on this forum? From my anecdotal observations, I'd say the vast majority of CP posters are largely supportive of Nenshi and Bunk.

Discussed a few pages back - Calgary doesn't remove snow (except on rare occasions) - we have a Snow and Ice Control program, which we spend $34 million on annually. Montreal has a snow removal program which costs $145 million annually despite fewer lane kilometers. We too could do snow removal with 4 times the budget - that would mean roughly a 9% increase in property taxes. I imagine we'll increase budget by some amount in the next budget cycle to deal better with the more extreme situations like we've seen this month, and also change some protocols including how to deal with windrows, snow drifts, and use of private contractors.
But I do think it's fair to say the program has worked much better in more normal circumstances since we increased the budget and overhauled the policy in 2011.
