I would argue that the PC hasn't seen many major pushes in terms of "top of the line" graphics because most developers made consoles their focus last generation. However, there have been significant advancements in gaming over that period.
1. Digital distribution. Walk into any EB or FS, BB etc and look for the PC gaming section. Notice how small and pathetic it looks. Most people these days buy their games online and that's lead to a very significant advantage for the consumer; heavily discounted games. Digital distribution wasn't even really a thing before the PS3/360 and I'd say that it's a significant change.
2. Free 2 Play gaming. Think of it what you will, but F2P is a business model that works and, for better or worse, has become very popular. Just look at how many games have adopted this model or elements of it.
3. Kickstarter/crowd funding. How many times have you had a discussion and someone has mentioned that they'd love to give X developer money so they could make a game/sequel. Now you can. Developers can now completely by-pass publishers and create something gamers want.
4. Indie games. Over the past generation not only have indies gotten a seat at the table, but they've produced some of the best, most innovative games during that time.
5. Achievements. Sounds pretty stupid but people love these things.
6. Online play for consoles. You could play online in the previous generation but it was this past one where it exploded. Microsoft led the way on this. They made it their core design for the 360 and look at how much it's changed console gaming. It's a requirement for almost every game that gets released now.
7. DLC and firmware updates (for consoles). The life of a game can now be extended with DLC. As with anything, some of it can be outright terrible but there are some great add-ons out there that can add more to a game. And in the case of consoles, games can now be patched.
These are just a handful of examples but to say that nothing has changed over the past 8 years except for some moar shiny graphics is so wrong.
