Original plans were for a full proper hockey arena and then it was scaled all the way down to no hockey at all (not even an ice plant). At some point during construction it was bumped back up again. I'm guessing it was at that point that they figured that the Islanders would be a viable option.

Either way, I think it's stupid that they didn't do it right off the bat. It seems like something that should be a "might as well" decision. If you're pouring a buttload of money into something, why not make it viable for all possible tenants?

The main reason would be that you have to make compromises if you plan on having a 'multipurpose' facility. One example of this is the ACC in Toronto, which had some design changes after the Leafs bought the Raptors, and had to make sure all the seats were usable for both sports. I've sat in seats for Leaf games where I have had to lean forward if the puck went into the corner closest to me.

The project came in way over budget so they had to make cuts.

The unasked question here is "what is the arena getting back?" With no other information to go on, it almost seems like a flat rate deal. The arena pays the Islanders a guaranteed price, but gets everything else in-arena themselves - parking, concessions, advertising, etc.
