Default Neighbour Issue

Hey CP, I need some advice on an annoying neighbor issue.

A few months ago I was taking my room-mates dog for a walk and out of nowhere this other dog comes running out of a back yard (no fence) and attacks my roommates dog. It didn't look that vicious at first. More like a playground rough housing then a big scrap. So I checked my room-mates dog out and she seemed fine, and the owner of the other dog put it out of harms way very quickly. The dog that bit my room-mates dog was not tethered.

Later that night I was playing with my room-mates dog and she whelped. Took a closer look and she was bitten and had a 4 cm wound. She was taken to the vet and $250 later she was stitched up and walking like a drunken sailor. The next day the attack was reported and nothing really came of it.

Last week I found the same or similar dog (cuz things can change!) out on a different neighbors yard, untethered, obviously. Frustrated, I turned around and put my room-mates dog on a tether at home and walked to the neighbors house to chat. I informed him of the attack months ago and requested he put the dog on a tether. I also informed him that this is a courtesy conversation as next time I will contact the authorities. He said, "My dog doesn't bite." ... I left knowing this guy wasn't going to do squat.

The next day I talked to this guys next door neighbor and he said the dog poops in every ones yard and that the owner doesn't even live in the house but in the RV on the driveway.

Now I'm all for helping out people, however, when you have a guy like this freemaning it out on the parking pad, who owns a dog that attacked another dog and that's making a mess with everyones yard, and not doing anything to resolve the issue, what can be done?

I'm up for logical solutions and crazy ones!

Bylaw about the RV?
Bylaws about the dog?

I want this guy gone if possible. Can the actual owner of the house be notified and made aware of a possible fine?

Pick up all the dog poop and put it in a paper bag. Leave a note on the guys RV door stating you picked up all the poop and will continue to do so in the future. Before you leave, knock on the door and light the bag on fire. His stomping out the fire and finding feces on his shoe should get the message across.

It's not just poop. There is an attack issue.

If the guy would just tether the dog there would be no issue! However, he is refusing this simple, logical request. If I could startle the owner of the property to pressure this guy to do it then it would be just fine. The issue would be resolved.

I wish I had some great ideas. Basically if you live next to a crappy dog with crappy owners you have to move or wait for them to move. It doesn't matter how many times you complain to the city, the most they will do is send the owner a strongly worded form letter.

I thought you'd be more inclined to hitch his trailer to your truck, tow it down the highway and leave him far away from your house.

Where do you live that you can have a RV in your driveway with people living in it?
I could understand short term visiting or setup for a trip but there has to be a bylaw against living no?

The by-law for a Recreation Vehicle says it can't be on the street.

  • Detached trailers and campers cannot be parked on city streets or alleys.
  • RVs, such as motorhomes, can be parked on a street immediately adjacent to the owner's residence for a maximum of 36 hours. The RV must then be moved to an off-street location for not less than 48 hours before it can be returned to the street.
  • RVs can be parked on front yards and driveways for up to 24 hours. Please refer to the Land Use Bylaw 1P2007.
  • Parked RVs cannot block the view of intersections, crosswalks, playgrounds or signs.
  • Parked RVs cannot obstruct the movement of other vehicles.
Please be aware that the interactive version of Bylaw 1P2007 is not the official version of the bylaw. Citizens should consult the Office of the City Clerk if the official version of the bylaw is required.

Please note that conversions from metric to imperial measurements are for informational purposes only, and are not included as part of the text of Land Use Bylaw 1P2007.

Call your alderman and ask for the direct phone number for the pet bylaw officer and the community standards officer.

I find they are very attentive this time of year.

But it also says that the RV can only be parked on the driveway for a maximum of 24hours. You should be able to sic bylaw enforcement on him for that, no?

Is he a guest of someone who actually owns/rents a property near you? Tried talking to them? Surely if you show the owner of the house the vet bills from the attack, they'll do something.

Otherwise, is this guy just squatting on your street and allowing a random dog to run around your property?

Have you considered waiting until the RV dweller goes to "work" and than hitching up said trailer and pulling it down the road? Or contact bylaw services on the dog and the rv and hope that he doesnt start putting nails under your tires.
