The WB to NB ramp at Stoney/17th isn't paved yet, plus a little bit of paving is required for the SB to WB ramp there too (though the ramp has been open for weeks already).
Glenmore was having the finishing touches for paving done yesterday.

As others above have stated the bridges/ramps are not done. For the last month I have driven to Okotoks and back every weekday and while some progress has been made there is no way it will be ready in a couple of weeks. Must suck to live down there.

It doesn't sound like it. Like last time, the government and the band council have a deal, but the entire band has to vote on it.
In 2009 they voted it down, hopefully they did their homework this time and got a deal that the band can live with this time.
In my opinion, the band could set themselves up financially for life if this deal goes through. Of course, they may value more things than just money. They would be left with some prime land next to the ring road (inside the ring road even) to develop. Many Calgarians would drive through the reserve multiple times a day.

I don't have my hopes up here, but lets just dream for a minute and pretend that the Tsuu Tina vote in favour of this deal... How long until bulldozers and scrapers are on site with wheels turning? Are there more political layers to go through? Do we have the money set aside, or do we have to wait 15 years to pay for it?

I hope they vote it down again. The longer they wait, the better deal they will get. Can you imagine if they had made this deal fifteen years ago when land in this city was dirt cheap? They would be kicking themselves now.
I'd like to see them develop their own toll road that runs through their land. They'd get to keep their land, and would make a tonne of money off tolls. They'd also have the option of shutting down the road at any time and doing other things with their land if they so choose.

Now why would they do that aside from being dicks?
Plus I don't know if Calgarians have that much appetite for a toll road. Especially one that isn't government controlled. If the reserve were to do this, would the province care to make it all that accessible?

The article posted doesn't sound very positive at all. I'm not even saying this out of spite, but if they don't want the money, we need the road anyway. It'll have to go through Lakeview, and it'll be nearly impossible to leave access to the Grey Eagle.
They might want to be careful what they wish for. They might find out that moving a casino is pretty expensive. Just like what the City will have to do to expropriate houses.

They don't have the financial capital to build such a road themselves. Tolls would never fully pay for the road either. It would probably take 30 years just to collect the cost of the road, without interest on borrowing money to build the road.
They are never going to get a significantly better deal than what is being offered now. Include opportunity cost, and there is no doubt that the best deal they can get is the deal before them now, IMO.
Assuming it's mostly a more guaranteed version of the 2009 agreement, the band would get tens of thousands of Calgarians coming to their doorstep every day, plus enough money to have a great start on developing land around the road for lease.
