It doesn't have jail penalty for russians AT ALL. It clearly says 4000 — 5000 roubles fine (this is basically 150—200 USD, what I earn in one working day). Only foreigners who promote gay relationships can be jailed for 15 days and get kicked out of the country.

Even if by some weird twist the judge will consider kissing on the street as propaganda, it still can not get you into jail no matter what. You simply can not get any jail time under this law as long, as you are russian citizen

How about a $150 fine for a black person kissing a white person?
Don't want to give kids the distorted view that a black and white non-traditional couple is equivalent to a traditional white and white couple.
It's ok, the black person can't go to jail as long as they are a Russian citizen, they just have to never be publicly seen as being in a relationship with a white person.
EDIT: Oh and using the Internet makes the fines much bigger, posting an update to my VK page that I'm in a relationship with a black girl could cost me $3000USD.

You are making things up. It is a law against gay propaganda. While, in theory, some bribed/ill-intended judge can take anything as propaganda (and I have no problem admitting that as I'm not making things up for the sake of the argument), this is not the intention of the law. For the sake of it, there are legal gay clubs in Moscow and they are running fine.
Here you can take a look at the map of gay clubs in Moscow. And no, I will not get imprisoned for posting it here.
