It's a reasonable argument, one I don't know if I would necessarily disagree with as I've spent a lot of time in smaller farm towns in Alberta. However, statistically there's a bigger case to make that it's the youth that are discriminating against one another.
Here's a bunch of Hate-Crime statistics for Canada in 2011:

Among hate-motivated mischief incidents, for example, youth between the age of 12 and 17 comprised 42% of accused compared to 21% for all mischief incidents. Among common assault offences that were hate motivated, youth represented 29% of accused, compared to 15% of accused in all crimes involving common assault."
Tends to suggest that it's youth that are more likely to commit a crime based on someone's ethnicity, sexual orientation or religion than their elder counterparts.
Of course you got to look at all the data and use some common sense in trying to put it together. An 80 year old racist cracker isn't going out clubbing on a Friday night and 'forced' to interact with minorities in the bar like his 20 year old racist counterpart. So even if they have the same racist tendencies the 20 year old is more likely to be in a situation where he will act on it but the numbers themselves do not point to our youth as being more accepting.

Most telling is that for hate-crimes based on sexual orientation the accused are 70% likely to be under 25. Which does not seem to suggest youths are more socially liberal when it comes to sexual orientation.

Except that doesn't explain why youths are over-represented in hate-crimes. They contribute more % to hate-crime based crimes than run of the mill crimes, which means their illegal actions tend to be based more on discrimination than their elder counterparts.

I'm also wondering if "go back to China" is actually racist? It's a stupid and brutal comment. Is it believing that all members of that race are from China (which would kind of fit my pasted definition. That said isn't that in fact true? One way or another? Regardless if it's a 3rd generation Canadian of Chinese descent, wouldn't they still one way or another have come from China?

Don't disagree with you, but don't really know your argument here. What does that have to do with intolerance in youth? I mean sure, as you get to a certain age you are less likely to act on your racist tendencies because you got to start worrying about your profession etc. But when the argument is that youth tend to be more tolerant and data shows they commit upwards of 70% of hate-crimes, there's at least some disconnect going on.
You got to be cautious with some of the data as there isn't really hate-crime based theft etc. but still 70% of hate crimes based on sexual orientation are committed by 12-24 year olds.

I would think what makes it racist is the apparent mindset behind the words, even if the words themselves don't fit your conceived notion, i.e. "go back to china because you don't belong here because you're not white and can't tell me what to do, and I do belong here."
It's not about whether the guy is from China or Korea or Laos or anywhere else.

I guess it depends on the context.
If you are at a travel agent and you say "I don't know where to go, but I really loved China the last time I was there" and the travel agent says "go back to China", that's not racism at all.
Or if you are from China and you are talking to your friends and you say "I really miss China" and your friends say "go back to China", that's okay too.
But, when a dumb person angrily tells you to "go back to China" and then adds "you don't belong here", that probably fits the bill.

Valo, although being assaulted does not grant you a free pass by any means, it certainly does constitute provocation. Provocation may not be a full defense but it is most definitely an important consideration and often leads to an acquittal or mitigated sentence.
