The only thing I can think of is being a polite neighbour and knock in the door, offer a neighbourly gift, introduce yourself and politely explain your concern and that you'd like to help with a solution.

That said, perhaps you could call an organization in the Calgary area that works with people with your neighbour's disability or mental challenges (not being from there I can't recommend any). They might be able to better explain why your neighbour does what he does and offer better solutions.

If you're into the passive-aggressive mood (this might be aggressive-aggressive), you might want to try setting up some form of mono-directional speaker (google LRAD) that you can direct towards his open window. Play something irritating (not nessesarily music) just slightly annoying enough that he'll close his window.

Kid gets to keep cheering on the Hanna boys, albeit with a closed window, and you get to kickback with an ice cold bevvy. Win/Win.

That or ask the guardians to keep his window closed.

Buy a laser pointer and point it in his window whenever he starts yelling. Like a cat, he will become fixated on the dot and follow it around his room. When the dot disappears, like a cat he will spend hours looking/waiting for it. He will be distracted. If he continues on, buy a laser pointer and put a stencil on the end so that the words ''shut up'' or ''quiet'' appear on his wall.

I think the go talk to them approach is the best.. if anyone remembers I was having problems with the people above me when I first moved into my new building. After putting up with it for a long time I eventually went and chatted with them and they were very nice and civil. We decided nothing needed to be done as they were moving out at the end of the month (best case scenario) but had I talked to them earlier a compromise could have been reached. (like don't let your dog piss on my balcony).
