Nothing unbelievable about it, Twitter has a massive spam problem and inadequate servers, these limits need to be in place. Nobody at Twitter expected it to be the primary form of communication to the public for city officials and police departments during natural diasters, so they can be given for not having immediate contingencies to lift this limit.

Ya, maybe if this were 2011, no, but Twitter has been huge in tonnes of disasters and I'd imagine they have mechanisms in place to remove the cap fairly quickly. This isn't their first rodeo.
