A long-awaited proposal by the prospective owners of the Phoenix Coyotes intended to keep the team in Arizona generated a mostly lackluster response by the Glendale City Council on Tuesday evening.

One council member left the closed-door briefing early, saying prospective Coyotes owner Renaissance Sports & Entertainment was getting preferential treatment by her colleagues.

“I couldn’t take it anymore,” Councilwoman Norma Alvarez said as she made an early departure from the executive session.

“I’m sorry, but I’m not for the Coyotes,” said Alvarez, who is a longtime opponent of public spending for professional sports.

After the meeting ended, some council members said additional negotiations will be needed before the council will be ready to vote on the matter.

Before the meeting, Councilman Gary Sherwood said he anticipated Renaissance would ask for far more than $6 million a year, but that Renaissance would be willing to share some revenue with the city.

Afterward, Sherwood declined to discuss specific points, but said he’s optimistic that a deal can be reached. There’s one major sticking component to the proposal, but it probably can be addressed, he said.

Martinez said the council will likely not vote on the matter during its next scheduled voting meeting on Tuesday. All the council members have questions about the proposal, he said.

Mayor Jerry Weiers said, “There’s been no decision made by the council, so right now, that’s all I can tell you.”

Acting City Attorney Nicholas DiPiazza said city staff members will continue to negotiate with Renaissance. “This is still a very fluid situation,” he said. “I think an agreement can be reached very shortly or perhaps not.”

Mayor Jerry Weiers had no comment, while Vice Mayor Yvonne Knaack and councilmembers Sam Chavira and Ian Hugh did not address the media. Councilmember Norma Alvarez left early, accusing RSE of getting preferential treatment, and we’re not exactly sure what councilmember Manny Martinez meant when he said he didn’t anticipate any decisions being made by the council’s June 25 session.

The only one who spoke at length was Gary Sherwood. When reached afterward by phone, here’s how he characterized the session.

"What I thought would happen, happened," Sherwood said. "When you go through some of the deal points, I thought there would be a hang up or two, and there were.

"But I think they are easily overcome, and I think there will be another meeting this week. I’m optimistic because I think that what we need to do is pretty simplistic and it’s easily doable."

When asked about a timeline for a vote on RSE's proposal, Sherwood said: "I’m optimistic we'll get it done and hopefully it can be vetted by the public next week. We have a place for a vote on (June) 28th or it may drop into the week after. A lot will depend on whenever the next meeting is called."

It's unclear whether that timeline will work for the NHL, whose Board of Governor's meeting is scheduled for June 27.

From various statements made to the media by the City Attorney and some councilmembers there will be no vote on the Coyotes deal on June 25th. So look for June 28th or July 9th. However, Council has a vacation break in July so it makes more sense for it to become an agenda item at the specially called meeting for June 28th.

We know council was briefed on the PAD and SMG bids and council probably learned their asking price to manage the arena. It probably made Councilmember Alvarez’ heart beat faster and I imagine she offered an impassioned but hardly eloquent plea for acceptance of one of them. We know another topic of discussion was the Renaissance Sports and Entertainment (RSE) bid. Councilmember Sherwood publicly admitted that there were deal points that caused council difficulty. I would think the city’s guarantee of $15M (or X number—you fill in the blank) a year without any guarantee that there would really be the elusive $8M-$11M in enhanced revenue going to the city could have been a stumbling block. Whatever the issues were, council would have given direction to staff to go back to RSE and renegotiate those deal points. The ball in now in RSE’s court. If RSE is serious, it will have to make further concessions that demonstrate their skin in the game. Councilmember Sherwood also publicly acknowledged that the deal points need to be publicized one week before the vote. I applaud council for their stance on the side of reasonable and prudent public disclosure.

Councilmember Alvarez walked out of Esession in disgust, complaining that council was making “too many concessions” to RSE. The mere idea of entertaining the RSE bid is a “concession” in Alvarez’ mind. One other Alvarezism from the open meeting springs to mind. While discussing putting public comments at the beginning of the meeting she virtually accused her fellow councilmembers of not championing Democracy and the American Way by accusatorily saying, “We’re not dictators.”

Knaack = yes

Joyce Clark has suggested she would vote no too.

Seems to me that's how the nhl negotiates these days - pure brinkmanship...

I'm not sure how else they were supposed to negotiate with the NHLPA, I don't recall Fehr being incredibly flexible. The same goes for the IOC, an agency that wants to reap rewards without giving up anything in return. I'm not sure you can fairly label Glendale as brinkmanship when there have been multiple near deals, or at least attempts at deals, over the last few years with the NHL remaining in the market despite them falling through.

Not to mention, the NHLPA is right behind the NHL when it comes to the Olympic deal. Some things need to be resolved there, like the fact that in 2010 non-rightsholder media didn't even get access to players.

Yep, that was a mess back then. I remember Bettman on a radio interview during the games talking about this and how he and the PA were just guests and couldn't do much else.

Phoenix Coyotes sale: Progress made, but clock ticks

The ownership group trying to buy the Phoenix Coyotes and keep them in Glendale believes it is addressing city concerns about an arena deal.

But if Renaissance Sports & Entertainment and the city of Glendale cannot come to terms on arena management payments by Friday, the NHL may pull the plug on the deal and the team’s future in Arizona.

“The thing is, if there’s not some sort of framework in place for a deal by Friday, you have to imagine the NHL will pull the plug. This can’t continue to drag on into July,” said an executive working close to the deal.

“The clock is really ticking here,” the executive said. “The good news is, it seems they’re down to tweaking the deal, making some minor refinements. It appears Renaissance has met the City’s main objective—to create enough revenue that this deal works for both sides.”

The source also pointed out that Renaissance executives believe their deal is better for the city than past Coyotes pacts.

Weiers will 100% be a yes. His public facing comments are extremely conservative about caring about the Coyotes, he goes to every game! It's all politics. He will be a yes Vote in the end. He is actually pretty open to this process and the league and prospective buyers have worked well with him thus far. (The NHL vetting an ownership group before approaching council was his #1 request) and that's just what the league did.

That is 4.

I guess we'll see, but the fact that he goes to games isn't really determinative. If it's all politics it will come down to his views on how the city spends its money, and how his vote will be used for or against him politically in the future, not whether or not he's a big Shane doan fan.
