Watching on TSN, it looks like the ball is in the CoG's court with the threat of moving if they don't play ball. It could be just a threat though.

If I'm the City of Glendale, I push the NHL to see how far they can take it. I think the NHL is bluffing. No way they can push out a schedule with Quebec at this point.

I'm sure contingency plans are already in place. That would include a schedule for the Coyotes playing out of Quebec City, or Seattle, or wherever.

They're not. You would have to move Detroit or Columbus back to the Western Conference. It would throw everything into chaos with the schedule 99% done at this point.

Isn't this about the timeline they did it with Winnipeg? I'm asking sincerely.
Also, like Winnipeg I would imagine they have had a plan B in place for a while now. Not impossible a schedule in Quebec is part of that.

Winnipeg didn't change conferences, or divisions for that matter.
Since NHL is moving to a new divisional format, they may not be as keen to keep Quebec outside of the division they should be in this time around.

Not if the team were moved to Seattle.
How apeshinguard would the good folks in Quebec City - and many other Canadians - go if the Coyotes were actually moved to Seattle?
For what it's worth, I think Glendale bends over for this one and the Coyotes stay in Phoenix... for a few more years anyway.

You know better than anyone that moving teams around in conferences wouldn't be required. As with Winnipeg, there's a high likelihood that there are two working schedules at this point.

There is a simple realignment that keeps DET and CBJ in the East.
The NHL can make a new schedule quickly if they want to (if they haven't made alternate schedules already). They did after the lock-out. I don't know if they have the will to do it now.

This ploy should have been expected by the COG. Bettman's greatest talent is manipulation, and since the league is now footing the entire cost of losses, it was always obvious that this was coming to a head. The league is going to exert maximum pressure on the city to get the best deal it can.
I do, however, believe there is contingency in place if the city doesn't play ball. The question is whether the league is willing to implement it, because the divisional realignment is potentially ugly and a change in scheduling is a mess.
