A lot of those connections already exist though. Bridgeland to Sunnyside? Take take the train downtown, swap trains, you're in Sunnyside.
Vic Park to Sunnyside? One train.
Vic Park to Bridgeland? Two trains.
Beltline/Mission to Sunnyside? #3 bus, then a train.
An inner city line might be nice in isolation, but given the choice I think I'd pick the 8th Ave Subway and high frequencies on key bus routes instead. After all, having room to get on on the train at Vic Park doesn't just make it so that you can get to Sunnyside, it gets you to the University as well which the inner city loop does not do.

A lot of these include the scourge of mass transit, the dreaded transfer. The on-peak frequency reduces the negative impact of a transfer but on the evenings and weekend the off-peak frequency makes it an issue.

It might not be the highest priority but with the backlog CT has it will continue to lose out for quite some time if we go solely on a capacity-led prioritization process. In terms of practicality, I'm starting to think the development benefits of a tram might be the driving factor in getting it built. I think a circle tram line would help spur development along major corridors in Centre City, especially corridors that link the Beltline with the CBD. Strong linkages would greatly add to the desirability of the core by increasing not only mobility but also accessibility.

As far as transfers go, people need to get over it. Transfers allow you to make a better network. The real scourges of mass transit are low frequency and stops spaced too close. I'd rather add frequency than add routes.

The CTrain is on a completely different scale than the one a tram would be on. The tram would break up the large points on the CTrain line and form a connective network with these smaller points.

I'd rather we design the best network then let people figure out that it works than build the network people think they want then have them discover that it doesn't work.

? Maybe I dont understand how the City works. The same commision just less than a week ago recommended rejection of the plan. Did politics and auldermen/women over-rule them?

No, administration recommended for refusal - which was really the only option they had. It isn't administration's responsibilty to look at the overall picture, only to judge a proposal based on the existing guidelines and laws, then give a recommendation of what those guidelines and laws say the answer should be.
It is then Calgary Planning Commission's job to evaluate whether there are reasons to give a different response than those guidelines and laws say. In this case, they thought that there were.
I've had a project myself that I've taken to SDAB (in this case, worked similar to CPC) that administration had really no choice but to recommend for refusal, but I've had approved by them for good reasons. In my case, it was recommended for refusal because not enough parking was supplied according to the land use bylaw. However, it was approved because the development permit I was applying for increased the parking from ZERO to the maximum that could fit on the property, and reduced the total allowed occupancy from 270 to 200. Rejecting the proposal would have meant the church could have 270 people attending without any "official" parking, while approving the proposal would mean that 28 parking stalls would be provided for 200 people. (There is plenty of available on-street parking that didn't require anyone to park in front of anyone else's property)
Because this is a land use item, it has to go through council yet as well, I believe.

Will it be across 9th Street? I don't think there's room in the ATCO block now for another building, unless they cram one into the teeny parking lot - the SE corner of that block has a condo going up on it. I noticed that they did rip down a couple of apartment buildings on 12 Ave and 9th St in the past year.

ATCO 3 will be on the SE corner of 11th Avenue and 9th Street SW, where there is currently a surface parking lot and directly north of the currently-under-construction Aura I.
Where some buildings were being torn on 12th Avenue west of 9th Street (including the old Harvey Block) will be the new home of Aura II.
