Hey c'mon, that's not fair. Vince MacMahon was more about gobbling up the regional territories than he was about holding down the black man as champion. Bobo Brazil was a perfectly good contender for taking down Bruno Sammartino for the WWWF championship belt. And the whole Nation of Domination thing? Millrates are worthless since they are only half of the equation.
You take the budget (x) = Total Property Value in the city based on the city's assessment (y) * Mill Rate (z).
Z goes up and down based on whatever Y is. The real number to look at is what the budget for the city is

Actually, you can use it as a source in university papers if it's cited properly. No different than the Herald. I let my students do it all the time, so long as they're using newspapers as the types of sources they're supposed to (non-academic sources).

I guess there was no hard and fast rule, but the minute you start lumping rags like that in with the New York Times or the Washington Post in university-level papers, it really thins the credibility of your argument unless, like you said, there is a really specific reason for using it as a source. For example, a paper on Calgary municipal politics. It was not even a consideration for topics such as international relations, political theory or foreign affairs (political science major obviously!)
In eight years of university, I also never once saw a professor favour the use of any Calgary newspapers, ever - Herald or the Sun. That's just my experience though.

Yeah, it depends on the context. If they were to use an editorial (say Rick Bell) and cite it as fact, then no. If they use it to cite an example of an opinion, okay. So long as it's cited properly.
If they use a regular news article to state facts of events, then okay.
It just depends on the type of article and context in the paper.
Also, they should only be used to support the peer-reviewed academic sources they already have used for research.

Only time I've ever seen a green light for newspapers (of any breed) used in an undergrad paper is if they are treated as a primary source. Or for entertainment. Basically in the same camp as a wikipedia article.
I presume things get murkier in masters/Ph.D levels depending on the purpose of the paper.

My Rutherford tolerance waxes and wanes, depending on the particular controversy he's covering at the time. Anyone who can p*ss off Alison Redford enough that she would completely boycott his show is ok in my books. But regardless of the topic, I have concluded that he is a relatively unintelligent guy, pretty ignorant in a lot of ways, and (probably) has terrible political instincts. That, combined with the way that the social-media-campaign would tear him to pieces, makes me hope he doesn't run and that we get a *real* challenger to Nenshi instead.
