The changes aren't as drastic as it might appear. The cladding is changed, and the +15 is raised and is more dramatic.
The +15 now longer too, as they are keeping the entire King Eddy now, instead of just the front half. However, the cladding look was out and made public before that happened.
The biggest cost saving change that has been made is to drastically reduce the size of the underground parking. When plans were first being drawn up, there was several levels of underground parking - room for the public to park underground. Now, there is merely a dozen spots or so in the middle of all the service rooms in the basement. I doubt it will be open to the public.

This is the only proposal of the five that planned to restore the King Eddy, instead of just leaving up the facade.
When all is said and done, the NMC will be a dramatic, beautiful building, inside and out. Frankly, I love the current design, and, looking back at the original proposals, I wouldn't trade it for any of them, except maybe SPF. The SPF design would have been a real standout, in a good way. However, the current Allied Works design is second to none in terms of design quality.
