When Ford Voted on whether to repay the money was the vote won by one vote. If it was won by more than one vote I really can't see why this is a witch hunt. If he did win by one vote than maybe it is a issue.
It might have been easier for Toronto to just wait him out.

I don't know. If I was Rob Ford I have already bought that video and deny this all the way. I wouldn't let that sit out there so that anyone else has a shot at buying it, but I also haven't ever smoked crack, so who knows what he would do.
I'm sure the dealer made copies for himself at this point in case the original gets destroyed. And wouldn't hesitate to re-sell those copies if it means the big bucks.

Well, it's beyond belief that a drug dealer wouldn't have tried to blackmail Ford and his team BEFORE going to the media.
I would think Ford had the opportunity to say yes or no before it went public. Just a guess.
If I were him, even if it were me in the video, I'd take my chances with it going public instead of trusting that I was getting the only copy from a drug dealer.

The thing is digital. Why would Ford pay a bunch of money for it just to have the person sell it again anyway to a news outlet.
That's what I would do if I was in possession of that video.
Its entirely possible that Ford has been paying to keep the video quiet and the dealer is shopping it around now or Ford quit paying the hush money.
To prevent the whole drug dealer sells it after being paid off I think both the dealer and Ford would have come to some sort of Monthly arrangement where Ford pays every month and the tape stays quiet for that Month. Otherwise the dealer would just take Fords lump some and keep shopping the tape.
Just speculating of course but there definately are ways for the dealer and Ford to be able to trust eachother enough to supress the tape.

Actually I believe one of the initial reports did say that the people in possession of the video did try to sell it to Ford's camp first.
Maybe that was true, maybe it's since been corrected. It definitely makes sense.
