The fluoride benefits the teeth systemically as they are forming, fluoride in toothpaste or at the dentist only helps the surface of the tooth.

I wont bother getiing into how bad your comparison to set belt laws is.

One problem I do have with the flouride debate is that it should never have been decided at the city council level. Water quality should be specified by federal or provincial governments. The city doesnt have the expertise to evaluate the effectiveness of flouride any better than you or I.
