If it was, any Glenn Beck-type personality would be sued to oblivion and back for "just asking questions". Libel occurs when you state that a certain figure is doing x y z thing, rather than question if they are.

In Burke's case, the 18 (lol) posters in question were factually stating his indiscretions, which could potentially make them libellous, though if previous court cases in Canada and elsewhere are any indication, it's a waste of public money to even register it in the court system.
