Never really heard of him, but according to IMDb he's been in a number of TV dramas. Obviously just speculation, but after starting a twitter account, Ned Luke apparently received a bunch of questions from fans asking if he was Michael, and he shut his twitter account down soon after.
R* mentioned after IV that they were done casting bigger name actors in prominent roles, so a lesser known guy like this would make sense anyway.

No no no, the best thing is San Andreas was engaging about 10 cheat codes that made the gravity non existent so everything flew around, only hot dog cars would spawn, only clowns would spawn, infinite rocket and other weapon ammo.
Cheats in GTA IV sucked compared to San Andreas cheats.

A buttload of new info also came out late last week, and there's a ton of it. One of many articles, this one is the most in-depth that I read:

If you're of the lazy ilk, there's frankly too many features to even list them here. But some of the notable ones include:
- buying property has returned (houses, businesses, garages, marinas, etc)
- hunting animals (RDR fans, take note)
- player customization a la San Andreas, minus having to work out or eat (thank jebus). Tattoos, haircuts, clothing, etc
- car modding back as well, and gun modding now too.
- on that note, SA style leveling is back as well. Categories are: Stamina, Shooting, Strength, Stealth, Flying, Driving, Mechanic, Lung Capacity, and Special (each character has a unique special feature)
- lots of freedom when planning heist style missions (pick your crew, a stealth or kick the door down, etc)
- map is 3.5 times the size of RDR, and 5 times the size (!!!) when you include underwater exploration
- etc etc etc, lots more in there to read about.
Basically after reading this, I went from 6 to midnight.

To add to Sainters7's points:
- Ability to take pictures (crop, focus, etc.) using your cell phone (apparently it's titled iFruit). You MAY also be able to take short videos using your cell phone. All of which can be uploaded to Rockstar Social Club and your own social media sites (Facebook, Twitter, etc.)
- There were a total of nine apps on your cellphone display: camera, internet, contacts, social media, a calendar, and an option to go back and replay individual missions.
- There are moths and insects in the world, which is very cool. Almost RDR-like.
- More info on heists: You need the right weapons and gear; you need to choose the right approach, whether it's brute force, or stealth, and plan out your tactics via a pre-mission corkboard; and you need to have hired the right crew for the right job - that's crew in addition to Michael, Franklin and Trevor. Choose to pay less and you get less qualified personnel; pay more, and you get more reliable drivers, gunmen and technicians - but they take a bigger cut.
- Small but notable combat mechanics have improved firefights as well: a combat roll gives you a faster route between cover, you now have a better view of oncoming targets thanks to a wider, Gears of War-styled field of vision, and you can run and gun - in third person - while still maintaining control of the reticule. (Which has also seen a couple of tweaks: it switches from white to red to identify an enemy now, and a tiny 'X' flashes over it when an enemy is dead.) This seems very much like the same controls as Max Payne 3.
- You can pick up hitchikers.
- The entire map will be open from the start rather than opening it in stages like SA.

Ya the planning for heists (and the freedom within it) sounds so cool, can't wait to do some of those. Another interesting note was R* reportedly is toying with the idea to be able to pull a Joker-style turn on your fellow heist members (I'm assuming the hired ones, not your other protags) after its over, to take their cut too. But that may not come to pass.
The biggest tease is going into gaming stores and seeing the GTA V displays that still say "Spring 2013". If not for the delay, the game would've probably been out in about 3 weeks. I feel like I've waiting for this game for 10 years now, and there's still another 4.5 months to go.

Ya I think so too man. After AC3 (which I still liked, but it was way overhyped), I promised myself I wouldn't get so jacked up for a game pre-release again, lest my unrealistic expectations not be met. But with this one I can't help it, it sounds like the ultimate sandbox game. Maybe it's not fair to R*, but I'm basically expecting the greatest game I've ever played, at least for this generation.

I'm downloading San Andreas on my PS3 right now, 70% done. Reading all the GTA V news got me thinking back to San Andreas and I need to play it again
It's still my favourite game almost 10 years later, it's good to see they're bringing back a lot of the things they left out of IV

My two favourite things in the entire series was buying property/businesses, and the bank job from Vice City. The fact that property buying is coming back and the game revolves around heist jobs easily makes this one of my most anticipated games of all time.

Haha I promise I won't keep flooding this thread every day, but after almost 6 months of quiet, R*'s been releasing a ton of info the past week. 12 new screenshots last night, courtesy of GI. I just wanted to show 4 that really remind me of the original GTA: SA. They're all huge, so spoiler'd for size.
^This first one totally reminds me of the drive from LS to San Fierro in SA. Nice to see multiple mountain ranges this time, as opposed to just Chilliad. BMX + parachute = winning
Remember getting stuck down here in SA? Lighting/sky looks much improved from GTA IV, looks more like RDR skies. Only better, sun glare has "rainbow" effect, and they finally figured out clouds.
This one needs no explanation. Ballas confirmed to return. I hope we can fight over territory again.
This last one reminds me more of RDR, which is never a bad thing. I'm just a big natural environment nerd in games, if its done well anyway.
