The kid has a history of throwing pipe bombs, hand grenades and shooting at police officers?

They are waiting for him to give up. They are not going to send people in to get blown up. If he dies, he dies. But they are not going to risk others lives to save him if he doesn't want to just stand up and get out of the boat.

They are trying to get him to surrender by annoying him with gas and flashbangs from the sounds of it. If they don't see movement for a long enough period they will probably move in with a robot and then move a team in.

Fair enough - I'm pretty naive when it comes to these things so honestly wondered. I would have assumed they go in and try to take him.

They aren't as bulletproof as you think. They are made to take a large impact with small fragments. Not necessarily a bullet at close range.
At this point law enforcement has all power. They can light up the night with helicopters and night/infrared. Plus they can outlast one person from fatigue. If he is injured he won't be able to move quickly. So at this point it's up to him to give up or die (slowly or suicide).
