It is conditional, and Deluce admitted that funding isn't even set up for it. As for financial profitability, the reason the IPO failed was because they had to expose financials and they were poor. Not profitable, and based on available data it seems highly unlikely they have been profitable since then.
There is speculation that this is a sham order designed, as Bigtime said, to apply pressure to Westjet (or AC) to buy them out. The investors are tired of pumping money into it and are looking for a way out.
I do want to be clear...I am not hoping for bad things for them, and by all accounts the product they deliver is a good one. But ultimately no matter how much bravado is put out for public consumption, if the business is bleeding money it often ends up with stranded passengers and unemployed airline people, and that sucks for everyone.
But we will see, it's never boring in this business.
I would assume letting WS in means Encore and their Q400's.
Do you think that would have any thing to do with it? Porter is the one who has made the YTZ experiment work when both other airlines basically laughed at it. For my money Porter deserves all the slots it has and for WS and AC - to bad so sad IMO.
WS and AC have done none of the heavy lifting that Porter as done at YTZ and as such deserve none of the benefits.
Until I see financials from Porter I will still believe they are profitable with their major stumbling box to future growth/expansion (reason for the IPO) being the operating base limitations of YTZ.

A Lionair Boeing 737-800, registration PK-LKS performing flight JT-904 from Bandung to Denpasar (Indonesia) with 101 passengers and 7 crew, was on approach to Denpasar's runway 09 at about 15:10L (07:10Z), but came to a stop in the sea short of the runway, the aircraft broke up in two parts. All occupants were evacuated from the aircraft and have been taken to hospitals with minor injuries (scratches).
I'd do it but unfortunately my location doesn't meet one of the requirements:
Requirements: To make sure we get the most out of each ADS-B receiver we send out, we do need to make sure that applicants meet the following minimum requirements:
You are able to offer excellent reception conditions – i.e. the antenna will be placed outside on a roof, mast or similar and have 360 degree unobstructed view of the sky
You are able to get the antenna to its intended location and receiver online within one week from receiving the equipment
You are able to keep the receiver online 24/7 feeding our servers via an uninterrupted internet connection
If things for some reason doesn’t work out – you are OK with sending the equipment back (at Flightradar24’s expense) at our request
