Technically he is right.
Was 4 years of 1st iteration of rebuild.
This is Year 3 of 2nd iteration of rebuild.
Next year is year 1 of 3rd iteration of rebuild.
I'm not good with numbers but starting to notice a pattern here. Good thing Katz can't.

The Edmonton Oilers would like to thank Steve Tambellini for his work as General Manager these past few seasons, however, it is time that the organization move in a different direction.
"Despite our best efforts of trying to put together a winning team here in Edmonton , we just haven't been able to do that," says Oilers President of Hockey Operations Kevin Lowe.
"We've had the first overall pick the last 3 years and have nothing to show for it, outside of some awesome draft lottery and entry draft parties. Well, my mom always told me, do what you are good at. So with that in mind, I would like to announce that from here on out the goal of the Edmonton Oilers is to be the premier organization for hosting draft lottery and entry draft events. We are going to get and celebrate the first overall pick year in and year out. We anticipate that as our reputation for putting on great events grows, demand for our services will expand to the other NHL cities for their draft parties."
"To ensure we meet our goal of the first overall pick, I would also like to announce the appointment of Scott Howson as SVP of hockey operations and Craig MacTavish as the GM. Their jobs will be to ensure that the product on the ice is entertaining and exciting, but will never actually get us anywhere."
"In closing, I would also like to say that we are available for weddings or birthday parties as well."
