This isn't actually all that unusual. A lot of the family/friends/co-workers of people who commit suicide "suddenly" will tell you they had no idea anything was wrong, anything out of the ordinary was going on. It's generally only sudden for those left behind - not so much for the person who kills themselves. Likely that kid had a plan of some kind for a while and this opportunity presented itself. I imagine that only thing sudden about his actions, at least for him, was the method - not the act.
I'm glad the Chief was cited for the unsecured weapon, though I think the fine should be much larger, and that he should not be allowed to carry his service weapon home with him anymore, and should have to undergo some sort of remedial weaponry training.
