For a change in the draft, how about keeping the same percentages as current for the first overall pick, but then have a separate lottery for the 4th overall pick that is ordered in reverse, so that the non-playoff team who had the best record has the best chance to move up.

For example:

the first lottery happens: the 2nd last team overall wins, so they pick first. The last place team overall then picks second, and the third last team picks third. Then the second lottery happens, and the 9th place in conference team happens to win that lottery with their 25% chance - they will have the fourth overall pick. Then the remaining teams pick in order, worst to best.

That way there is a reward for both ends of the spectrum.

Perhaps it is just me but I think one lottery per draft is enough. I'm not really a fan of the new system where any team outside of the playoffs can end up with the 1st overall pick. I would have rather they had kept a limit to how far a team can move up but perhaps increase the limit from 4 to 6 or 8 spots.

I dislike the idea of tanking for the 1st pick but I do think the 30th place team should have more than a 25% chance of keeping the 1st pick.

Its really going to annoy me if a team below the Flames wins, especially if it is one of the bubble teams.

Right. I guess I worded it strange, but I meant the top 16 placed teams are in the playoffs, then there is a 42% chance the lotto winner is placed somewhere in the 17th-27th range, and a 58% chance they're placed 28th-30th overall.

Not sure if this is the thread to discuss the lottery system or the other one but I just read an idea that I really like:

The problem that comes to my mind is that when the suckiest team is mathematically eliminated from the playoffs is when there arenīt many games left anymore. Heck, the Flames are second worst team in the league and they still are going to have a mathematical chance of making the playoffs until almost the end, because the point system doesnīt really create separation between teams. Even though this is a good idea, in reality I donīt see it having so much effect.

Yeah, not only that but if you are a crappy team some magical date isn't going to change the fact that you can't win games. Especially at the end of the season when the rest of the teams are all trying to get into the playoffs.

as stated in other threads/posts, this sort of defeats the purpose of the draft. the worst teams in the league need the opportunity to better themselves, and the draft provides the biased means to do that.

I do think a rule that a team picking #1 can't land in the same spot for X years again is important (ie. the Oilers rule).

This idea completely ignores the fact that teams would be motivated to tank until they got to the point of being mathematically eliminated (you would want to get there as quick as possible). All it changes is the motivation for the last few games.

Interesting - I proposed the other day that once a team is eliminated, all wins thereafter count 0 points, and all losses 2 points.

Forget Colorado and the Panthers, Carolina is out sucking all of us at much greater rate. You have to think they will snap their terrible ways soon, but with 9 games left, they could very well go 0-9.
