I'm not as concerned about the small city size as some people, but I really don't know how they're getting 800k-1 million people in these areas!

A city that is entirely high density, low wealth residential (use other cities in the region to provide jobs, services, etc). There were huge residential buildings in SimCity 4 which held 10,000+ people... so I could see it. It is something I will definitely try.

I've realized that I'm not a very Sim City players from playing Sim City 4lately. I'm too much of a perfectionist I feel like I never get anything done besides planning what I want to do and it goes in circles.

Does anyone know when they might start emailing beta keys out to people who registered?

"Selected testers will receive an email on February 16th with a beta key and instructions on how to redeem them," writes CinemaBlend. "Only a small number of players will be chosen, though, so don't get your hopes up. Players chosen for the first test won't automatically get access. The test supports multiple languages but is for PC only. If you want a guaranteed spot in the beta, you'll have to pre-order through Origin."
Does anyone know when they might start emailing beta keys out to people who registered?
All keys will be sent out tomorrow throughout the day. I imagine a large percentage of them shortly before or shortly after the beta begins at 7 AM Mountain Time.
You can also try to get a key on twitter or elsewhere on the net if you are concerned you won't get one tomorrow.
That said, it is likely most people who registered will get a key. (I believe this since tomorrow is a stress test and most of the people who registered for the last one also got a key.)

Also, if I pre-order this deluxe edition, is that the top of the line version I can buy? I wouldn't be able to find a better one in stores would I?

Yes the digital deluxe is the best you can buy. No, you can't buy something better in stores and you actually can't even get the deluxe edition in stores. Digital Deluxe is the top version and it is awesome! (IMHO)
You get everything the Limited Edition has, plus you get:
French, British, and German city sets (architecture).
More landmarks.
German bullet train (faster passenger train).
British double decker bus (more capacity).
French police station/cars (faster police cars).
... and everything else mentioned in this video:

Good screenshot of a hospital with a whole bunch of modules attached (clinics, ambulances, etc). Also, I think that is a Nuclear Power Plant in the background.
