If Safeway didn't take your word for it the CC company would have, I've done a couple of reverse transactions via the CC company and while they do want as much documentation as you can provide, I've never even been hinted at that the validity of my claim was in question.
In the case of a stolen card it's easy to believe because you're requesting a new card. And someone who requests a new card every week to try and get a few free meals at McDonalds will be easily caught (or someone who has a pattern of denying charges).
The rules around it are well established for CC companies, I'm sure Interac will be almost the same, if not more lax for the consumer because of the smaller risk.

That's true, it does take some time to get the charge reversed for a CC, and while you wait it sits on the balance instead of coming out of your account. The transaction size is small enough that some people are fine waiting a week to get their $10 back, and if that's too great a risk then don't enable Interac Flash on the card.
Getting a new debit card is usually easier than getting a new credit card; just walk into a branch.

Sure, and those that the concerns are great enough can choose to not use the service.
