Well in this case the retailer would be the Flames FanAttic stores.
And I'd disagree that this isn't a concession, any discount is a concession to consumers. The motivations may be based on a number of things, and I'd agree that 'fan appreciation' likely doesn't top that list, but it's still a concession.

So the Flames have:
-Put all Flames related merchandise at the Fanatic to 50% off from now until game 2
-Put the 50/50 for the first two games of the season at a guaranteed 100k
-Offered food for 50% off for the first two games, and
-Allowed season ticket holders free ticket e-mails and transfers until February 20th
Not too bad, IMO.

I looked at Flames Authentic Third Jerseys and they only had sizes 46 and 50. While it's a great deal the amount available are very limited.

I wasn't planning on attending any games for the first month of the season but as a hot house member I was advised that I will recieve tickets to one of the first 2 games. I wasn't going to spend any money on merchandise this year but with 50% off a jersey I might pick up that Baertschi jersey I have been wanting.
You win this round Flames.

I get the concept behind you still have to spend $100 to get that $100 discount on a jersey. But if that's not appealing, $5 worth of snacks will make it better?

46 is the smallest they make. A 52 fits somewhat like a medium.

I am pretty sure that I either get a 50 or a 52 jersey and I am a large in most things (6'1" 42" chest)

Oh man, those jerseys are tempting! I would really like a new retro as the one I have now is a men's small and it looks like a freaking dress on me.
