It's kind of true. 'Fiance' could be considered ambiguous (though it does commonly refer to a male specifically), whereas 'fiancee' would never be ambiguous. They are similar to 'actor' and 'actress' in that sense. 'Fiance' and 'fiancee' are borrowed from French, which is far less gender-neutral than English.
