I think that they definitely would care about contraction, even in Phoenix. It still detracts from revenue after all (not profits, but rather the total revenue that they will probably end up getting 50% of), as well as lost jobs.
However, it is a weak threat, as they will counter with relocation. This is why the NHL will not bring up contraction, since I am sure the NHL will spike revenues for a year by relocating Phoenix to Quebec, Hamilton or even Seattle (once those areas have arenas capable of hosting an NHL team).
I think contraction is a card that neither side wants to use in these negotiations.

I would say the entire reason there still isn't a (CBA)deal done, is Bettman has painted a picture of a 32-34 team NHL, if the owners stick together and reduce the players %. I'm positive he's singing there is no need for relocation to prime markets that could be better saved for expansion.

The threat of contraction did work for MLB in 2002. It even made Donald Fehr avoid a work stoppage.
MLB essentially green lit the contraction of Minnesota and Montreal and eventually pulled it off the table as part of their negotiations.

Not unexpected, but that was pure balls by a lame-duck council to vote on such a large contract. Were they visionary or negligent?
Lots of questions:
If the money is "in place", why does Jamison need another 30-60 days?
Why wouldn't Jamison reveal the identity of his investors, when asked by Scruggs? COG is committing to big expenditures on good faith.
Will there be a referendum on the deal? Seems likely.
Will Goldwater make the gift clause argument if the deal is concluded?
How can the new COG council get out of the deal?

Don't mind him, Bouw's developed a bit of a complex that everyone hates Arizona just because of this whole thing.
I guess it's because everyone is compelled to repeat the fact that the Coyotes have not proven economically viable in Glendale and that this lease by the lame-duck council is insane.
