The tone of this reminds me a little of what happened during the World Juniors last year. They kept flashing reminders to bring your trash to the garbage/recycling at the end of each period; so the Saddledome could be turned around between games easier. At first me and my friends chuckled; dumping your beer cups under the seats was a time honoured tradition after all.
However it didn't take long for the entire fanbase to get caught up in it; and pretty soon it was second nature to grab your stuff and dispose of it on the way to the concorse. Towards the end of the tournament they interviewed somebody who looked after maintenance at the Dome; and the guy was genuine in appreciating our efforts. A few thousand people each doing a small thing ended up being a huge help for the community as a whole.
So now the city faced with an increase in their maintenance budget issues a release reminding people to clean up after yourself; and maybe help out a little if you can. Maybe take a few people who would look at the litter and who would have said "I don't want to look like a hobo picking up garbage" and turn them into the role model for just doing that little extra.
How much did this cost them? How much will the city save by doing this?

Are seasonal workers not being laid off early because of financial restraints? Why would this journalist fabricate that?
It's cool to say he's a hack journalist but if you are in the know then share why he's wrong.
He's quoting the union president so maybe your beef is with him?

To clarify, we all know a small amount of people make the largest mess.
Also I am not, no anyone here are looking for an extra reason to tax.
But haven't you been in a picturesque spot in Fish Creek, or Kananaskis, looked around, and there is this one ugly bottle muddling the river, or on ugly bag flapping off a tree?
What do you do? I always pick it up. I've picked up after whole campgrounds.
Now I'm not saying it's the fair thing. But it's the neighbourly thing. It's the friendly thing, it's the better thing, and it's a hell lot more effective then coming on a sports board and complaining about it.
My mission to you Iginla is go do an environmental pick up crew for one day.
If you still want to blame everyone after that then go ahead.
But don't dare tell me you've already done that, because I can tell you haven't.
Litter happens, and bad people happen. Be one of the better ones.
Lead by example.

Taxes are just part of us as responsible citizens doing our part. You want your parks clean?
I guarantee you, if you pick up a piece of trash or two when you need, there will be no need for taxes, and the parks will look awesome for two reasons.
1. Two less pieces of trash on the site.
2. Others will copy you, and pass on their values. And even those who littler, will litter less.
Doing your part is catchy, far more catchy than taxes, which gives people like you more reason to complain.
Everyone wants to live in the good ol' days. But no one wants to be a part of them.

Seasonal workers were let go early this year because we didn't have much rain this summer and all the work was completed earlier than usual.

I think the Parks workers union is the most out of whack of any city department. You have summer students earning $20/hr to nap in trucks and weed whack 3 parks a day. It's a culture of laziness that has to be seen to be believed. I completely support city council contracting out as much as possible - Which is what's happening, nothing to do with budget cuts, the money is just starting to be better spent.
And if the budget is blown, maybe stop hiring a live band to play at the lame Stampede breakfast.
Worst job ever.
