As stupid as this sounds usually clubs won't give you water from the fountain and make you purchase bottled water. That is from my experience anyways.

Agreed, at the ripe old age of 41 I have never heard of this. Every pub/bar/club I have ever been to, anywhere in the world, North America, Europe, Africa give out free water.

As per this document they must provide something others then liquor:

Page 18:
"1. Can I charge for water?
Yes. However, all prices must be posted.
2. Can I insist all of my customers buy something to stay in my premises?
Yes. However, you cannot demand that they buy liquor; they could be asked to purchase a
non-alcohol drink for example. You could also consider implementing a cover charge."

I know that any place which serves liquor can be held liable, as well as the individual server or bartender if someone they have served alcohol to causes any kind of accident.
However, I don't think there's any legal requirement to serve water upon request. It's just a dick move. Don't go back to that bar.
Also, spread their name far and wide on the internet, write a letter to the owner/manager about the unprofessional conduct of their staff. The margin on alcohol is so enormous that any bar trying to gouge you on water is either a) breathtakingly greedy or b) right on the ragged edge of failing.

I haven't looked at the relevant Manitoba statutes/regulations but I highly doubt that there is a positive obligation to provide free water as a matter of law. Which is a very different beast from an obligation not to overserve patrons (which can have liability attached to it).

And she could have purchased it if she wanted, right? Then it looks like Dirty Mr. Clean already answered it, assuming they have similar regulation as Alberta. A bit sleazy, but legal.

Your friend was probably acting like a ###### to the bartender and that's why he refused. Never in my life or anyone else's have I ever been refused a drink of any kind...unless you act like a ###### to the bartender. I think you should ask your friend to tell you the other half of the story he/she is leaving out. Then report back here so we can judge properly.

It's fairly common in Europe to charge for bottled water, and they won't serve tap water. In one city we were told it's illegal to serve tap water, but I don't know if that's true.

And even if they do offer tap water, the "default" in Europe is usually bottled water unless you specifically ask for tap water. In Slovenia, it was cheaper to buy wine than it was to buy water, so I made the most of it!
