It was Ron Wilson that got a fine for tampering after he said on a radio station that the Leafs would go after the Sedin Twins if they made it to free agency.
The standard of proof for tampering is high in the NHL, unless there is evidence that a team contacted a player while his rights belonged to another team there will be no punishment.

Burke made it well known he was in Sweden ready for July 1 as well and the NHL didn't like that
but outside of being an idiot like Wilson was it's almost impossible to prove

There was nothing wrong with Burke being in Sweden for July 1st. The Sedins weren't signed until the 1st, and its not exactly a quick drive across town to see them. Plus he was there to sign Gustavsson.
Wilson had a fine for tampering when he mentioned it would be great to have the Sedins on the Leafs and Burke was warned for mentioning a possible Tampa-Vancouver trade on a behind the draft special.

Some updates about Schultz's situation from McKenzie:
Bob McKenzie @TSNBobMcKenzie ANA's 30-day window of exclusivity to sign (no chance) or trade rights (possible) of Justin Schultz is believed to expire on June 24.

If Schultz chooses to not sign before then, he will be an unrestricted free agent by no later than June 25, the Monday after the NHL draft.

As an UFA on June 25, Schultz would be free to talk and negotiate with any NHL team but he can't officially sign a contract until July 1.
At this point the Ducks are probably desperate to get any asset back for Schultz, the problem is whether Schultz is willing to sign with a team before he hits UFA.

if he signs with the Ducks or team that acquires his rights during the 30 day window, it will be for slightly less money than on July 1.
As a 2008 draftee, Schultz would be capped at $875K plus $87,500 signing bonus, plus the max performance bonuses
As a UFA, he would be subject to the same rookie max ELC as players drafted this year. $925K, plus $92,500 signing bonus and performance bonuses.
An extra $110K(over two years) just for waiting another month

As the maximum amount he can get from all of the teams is the same, do we have any chance at Schultz or not?
If we do into rebuild mode could we sell to him that he could become a cornerstone on that type of team or do we think he wants to go to a contender?

If it's an opportunity he really wants, I don't see why not. Looking at our current depth chart.....

...those are the only guys currently on the roster that played a regular top 4 role last season (20+ minutes). Schultz would easily compete for minutes with the remaining group consisting of:
Brodie
Smith
Babchuk
Wilson
Carson
Of course, things could change by the time his negotiation period begins.

I would also add that a young kid coming out of college is going to make his share of mistakes. Having Kipper behind him bailing him out can't hurt either.
He will probably go to Toronto, but unlike if Sutter goes to UFA, i would think he would at least listen to what the flames had to offer.

If the Flames don't get him, I hope he signs with the Ducks. Maybe it's sentimental, but I like the idea of players playing for teams that scouted and decided to draft them. These guys want to cash in and have their cake and eat it too, but they have not proven anything yet in the NHL. I sour on players like Erixon right away, but maybe that's just me. That said, I will promptly shut up if he ends up a Flame by some miracle.

Ducks held their annual "Select a Seat" event this weekend where GM Murray spoke.
"Justin Schultz will not be an Anaheim Duck, He's informed us that he wishes to explore talks with the 29 other clubs, and that's his right under the current CBA."
So Anaheim is out.

Well, let's keep our fingers crossed Flames fans. Feaster and co. will most assuredly offer him a contract.....since it'll be the same contract as every other team, hopefully they can sell him on the organization.

There best bet is to sell him on top 4 minutes. I guess Edmonton could do the same. Rangers can promise, but can they deliver? Still think Toronto gets him.
