I just find it unlikely that the NHL would actually expand beyond 30 teams any time in the near future, thus providing a reason to not give an existing NHL franchise that is in financial troubles to Quebec. Wouldn't they stand to make a considerable sum from the re-location fee, even though it wouldn't be the same as the expansion fee?

Yeah! ... the Provincial government of Quebec! ... who will apparently be owning the franchise? Quebec has so much to learn how real, non-corrupt governments run before the province owns and runs a hockey team!
Pumping 50 million tax dollars into a venture that a massively small fraction of the population cares for seems completely legit to me. Glendale should teach them how government runs.

Ok then. Just seems odd that people are questioning the "ethics" of the NHL and Glendale as opposed to those of Quebec. One is well known for its corruption and the others are a hockey league and a city in Arizona. Isn't Quebec City the home of the Legislature?
Sorry I just googled Quebec and corruption and didn't have time to go through the hundreds of links.

All I know is, and what started this train were the words Quebec and ethics being in the same paragraph with the former being a good alternative.

The Glendale City Council has been briefed privately this week on the Phoenix Coyotes sale, including further assurances that a group led by Greg Jamison has the money in place to buy the team and keep hockey in Arizona.
That sets the stage for a possible Glendale council vote next week on an arena lease deal and payments to the Jamison group that could total $17 million next year.
Four of the council’s seven members are on board with the latest Coyotes plan, according to sources familiar with the situation.

Count me on the side of the skeptics. This sounds like the NHL's desire to keep the arena full until the playoffs are over.

"I'm planning for next year, we're renewing tickets, we're making plans for next year and, so, I fully expect it," Coyotes COO and president Mike Nealy told QMI Agency and ESPN.com in an interview Thursday outside the team's dressing room.
"I know it's not a guarantee, but I would say I'd put a high probability on it."

Sure they are. It isn't like we've heard this at least once a week for three years or anything.
Nobody in their right mind will buy the Phoenix Coyotes unless the City of Glendale agrees to cover a large part of the team's losses each year. The City of Glendale no longer wishes to do so. Unless the NHL can find a total sucker willing to flush $20 million down the toilet every year, the Coyotes will be playing hockey elsewhere sooner rather than later, and the NHL will finally be able to move on from the gargantuan mistake it made by allowing the team to go to Arizona in the first place.

I was in Phoenix and playing golf with an apparent wildlife advocate. This is what he had to say about the potential sale of the Coyotes of Phoenix:
"Phoenix has no interest in selling any Coyotes, why do zoos in Canada have some sort of shortage"
So yes Phoenix has no interest in selling any coyotes.
