You can, though one has to be careful with that as you don't want to ban contributing members as well and sometimes IPs are either shared (especially now with lots of mobile browsers) or they do change sometimes and there have been times when some new person randomly gets a previously banned IP.
IP addresses are becoming less useful for that kind of thing in the past few years.
I sometimes wonder if it would be a good thing to have a drastic change where real identity became part of membership.. either requiring a tie-in of a facebook account, or requiring a verification of a mobile phone # as part of registration, or some such.
Or maybe allow anonymous membership, but "verified" members get something extra, like the ability to up/downvote posts or something like that.
But that might be too drastic a change and might cut down membership but an order of magnitude
Anyway, I ramble...

Yes yes and yes.
A cell number tie in would be perfect, I wouldn't mind at all, and I think if a new poster was genuine they wouldn't either.
Of course Beerfest is probably so obsessed he would go out and buy 7-11 prepaid phones, but that's another issue all together.

I could give you out-of-band authentication where you get a pin number upon registering and have to call a number from a valid phone and enter the pin number. Of even validate off the DNIS digits of the mobile phone. Lots of techy options to play with!

Puckluck had mood swings. He'd be ok for a day or two, then just do drive-bys and other such nonsense. In hockey terms, he wasn't very consistent.
