I should have clarified further there. Augescon was prequalified because they had previous done Similar work, probably often, and had the equipment and experience necessary to do the job. IIRC, the prequalification for the subcontractor specifically asked for previous similar work done. A full examination of the technical capabilities, really.

Yeah, that wouldn't surprise me. I've been through the same pre-qual process with the CoC.
To be clear, I don't pin this on the City at all. I know if I was Graham I would be asking questions if I was about to use a sub that was cheaper when shipping from Spain, then something relatively local, but I appreciate the allure of the lowest bid. I just don't feel bad at all for Graham when it bites them in the a$$.

I dont understand why Graham wouldnt have had their inspectors or other 3rd party inspectors inspect the product in spain during fabrication. Its fairly coomon to have a resident inspector when using low cost centers to execute work.
